Before
the first regular season football game of the season,
teams must have participated in a minimum of 10 practices,
but not more than 15 after the official start date
determined by the MJHSAD league coaches and commissioner.
SPRING FOOTBALL CAMPS
1. Camps will be limited to five sessions.
2. Camps will be limited to controlled contact drills.
3. Camps may not interfere with other school sport
activities.
4. Any scrimmages will be limited to the final day
of camp and conducted under close supervision of the
coaches. Athletes must wear full equipment and have
turned in their player registration card signed by
a physician.
5. Schools are not allowed to play games or run controlled
scrimmages against other teams.
PLAYER ELIGIBILITY
1. Player eligibility must be submitted no later than
24 hours prior to league play. Further additions to
the player list during the season must also be submitted
24 prior to participation in league play.
2. Medical clearance along with parent consent forms
(Pink Cards) must be completed before participation
in Spring camp. Medicals are good for one year.
RULES
1. The MJHSAD has adopted the CIAU (Amateur) Rules
for football with the following modifications:
- No Yards penalties on punt returns shall be assessed
as 10 yards.
- Crack-Back Block - It shall be illegal for a Team
A player to block an opponent below the waist on either
side of the line of scrimmage when initiating a block
from three yards or more outside of the close line
play area and moving towards the ball.
- Protection of the player snapping the ball in punting
and placekicking situations: The player snapping the
ball cannot be contacted after release of the ball
until the player crosses the one-yard restraining
zone or sets up in a pass-blocking stance. Penalty:
15 yard unnecessary roughness penalty.
- Twenty-one Point Plus Rule - for regular season
only & only in 4th quarter.
- Twelve minute running time quarters with stop time
during the last three minutes of the second
and fourth quarters.
- Punt Rule - in windy conditions, Team A may elect
to move the ball fifteen yards closer to Team B=s
goal line instead of punting the ball. Team B will
scrimmage 1st and ten from that point.
- Tie games in the regular season will remain as ties.
Overtime will only be used in play-offs.
- During timeouts coaches are not to be on the field.
LEAGUE STRUCTURE
1. The home team will wear dark jerseys.
2. The home team shall occupy the west bench.
3. Seven team league - a single round robin six game
schedule will be played with all teams making the
play-offs.
Six team league - each team will play four teams once
and one team twice to complete a six game schedule.
All six teams will make the play-offs.
Five team league - each team will play two teams once
and two teams twice to complete a six game schedule.
All five teams will make the play-offs.
Four team league - each team will play the other three
teams twice. The top three teams will make the play-offs.
4. Cancellation of games due to weather or poor field
conditions will be made by the commissioner in consultation
with the coaches and facilities manager. Re-scheduling
cancelled games will also be done by the commissioner
in consultation with the coaches.
5. Filming of your team=s game as well as other team's
games is legal.
6. MJHSAD season tickets and student activity cards
will be honoured by Balgonie & Swift Current.
We will honour their season tickets as well. For regular
season games only!
7. Play-offs:
- Seven team league: 1st gets a bye, 7th plays 2nd,
6th plays 3rd, and 5th plays 4th.
- Six team league: 1st and 2nd get a bye, 6th plays
3rd, and 5th plays 4th.
- Five team league: 1st, 2nd and 3rd get a by, 5th
plays 4th.
- Four team league: 4th place team does not make play-offs,
1st gets a bye, 3rd plays 2nd.
Throughout the play-offs the higher finishing team
will have choice of which end they would like to defend,
or the choice of kicking-off or receiving, or the
option of deferring choice to the 2nd half.
Play-off games involving a Moose Jaw team will be
played at Gutheridge Field. Play-off games involving
two non Moose Jaw teams will be played at the home
of the higher finishing team. The league championship
game will always be played at Gutheridge Field in
Moose Jaw.
Overtime:
- Immediately after the conclusion of the fourth quarter,
officials will instruct both teams to retire to their
respective team areas. The officials will assemble
at centerfield and review the tie-breaking procedure.
- The officials will escort captains to the center
of the field for the coin toss. The winner of the
toss shall choose one of the following options: 1.
Offense or defense, with the offense at the opponent's
35 yard line to start the first series; or 2. Which
end of the field shall be used for both series of
that overtime period.
- The loser of the toss shall exercise the remaining
option for the first extra period and shall have the
first choice of the two options for subsequent even-numbered
extra periods.
- Extra periods: An extra period shall consist of
two series with Team A and Team B each putting the
ball in play by a snap on or between the inbound lines
of the 35 yard line; which becomes the opponent's
35 yard line. The snap shall be from midway between
the hash marks on the 35 yard line, unless a different
position on or between the inbounds lines is selected
before the ready for play.
- Team Series: Each team retains the ball during a
series until it scores or fails to make a first down.
The ball remains alive after a change of team possession
until it is declared dead. However, Team A may not
have a fist and 10, if it again possesses the ball
after a change of team possession.
- Scoring: The team scoring the greater number of
points during the regulation and extra periods shall
be declared the winner. There shall be an equal number
of series and, as defined above, in each extra period,
except if Team B scores during a period other that
on the try for extra point(s). Example: On the first
possession of a period Team A scores a touchdown.
If the score is still tied after the three extra series
having been played by each team, any subsequent touchdown
must be followed by a two-point conversion.
- There shall be no team time-outs during overtime
play.
SAFETY PRECAUTIONS
1. Each team will supply its own first aid kit.
2. Each team will have a first aid qualified adult
to attend all games.
3. At least one member of the coaching staff will
attend a Sask. Amateur Football seminar/workshop on
equipment each year. This individual or some other
qualified individual such as Norm Fong of the Saskatchewan
Roughriders should inspect all high school football
equipment prior to issuing of such equipment for the
season.
4. It is recommended that, at the time of equipment
issue, a seminar for players, and possibly parents,
be held to explain and stress the importance of proper
fitting, safety and maintenance. After such a seminar,
each player should be personally supervised when equipment
is fitted and issued.
LEAGUE DISCIPLINE
1. Penalty for violations of the ASports Activity
Rules@ may result in forfeit of game or games in which
the violation occurred.
2. At the time of the ejection of a player(s) from
a game, the head official shall advise the coach of
each team of the ejection, giving the uniform number
of player(s) and the infraction. The head official
shall complete a report using the player ejection
form provided by the League Commissioner at the game.
