NAME

The name of the district is the North Central High Schools Athletic Association. It shall be
Referred to as the North Central District.

PURPOSE

The purpose of the North Central District is to plan, supervise and administer inter-school
Athletic activities in the North Central District of Saskatchewan, including play-offs leading to
District and Provincial level championships.

GUIDING PRINCIPLES

The guiding principles of the North Central District are:

1. Each member school of the North Central Athletic District will abide by and follow the
guidelines , bylaws and beliefs of the NCDAA and SHSAA Constitutions.
2. The aims and objectives shall be in harmony with the goals of education as set out by
Saskatchewan Learning.
3. Participation in activities is to be encouraged as these activities are an integral part of the total
education process.
4. All students shall have the opportunity to realize the physical, social and emotional values to
be derived from inter-school competition.
5. The North Central District is opposed to the use of alcohol, tobacco and other drugs by
Players, coaches, officials, supervisors and others connected with athletic competition.

OBJECTIVES

The objectives of the North Central District are:

1. To organized the athletic endeavors for the North Central District.
2. To coordinate and promote the high school athletics program and its benefits.
3. To monitor and evaluate all aspects of the program on an on-going basis.
4. To stress sportsmanship in all activities.

DEFINTIONS

Association - The Saskatchewan High Schools Athletic Association

Board of Education - a board of education or conseil scolaire established pursuant to the Education Act, 2005.

High school - a school conducting classes in the North Central District in grades 9 through 12 or any of these grades.

Independent school - a school in the North Central District registered as an independent school with Saskatchewan Learning.

Member - a board of education, conseil scolaire, First Nations Band or any other body corporate who Is a member of the Association.

Trustee - an elected member of a board of education, conseil scolaire or governing body of a Member.

MEMBERSHIP

Participating Members:

1. The membership of the North Central District shall be open to the following:

a) Boards of Education and conseil scolaire of the North Central District of the province of Saskatchewan;
b) Any independent school registered with Saskatchewan Learning which is a body corporate or Association and which operates a high school in the North Central District; and
c) Any First Nations Band which operates a high school or school, or on whose land a high school or school is operated within the North Central District.

Associate Members

Associate members as outlined in the Association bylaws may send non-voting delegates to
General meetings of the North Central District.

MEMBERSHIP DUES

1. Each Member shall pay to the North Central District dues set by the North Central District Council at the fall general meeting of the membership.
2. Each member shall pay SHSAA team fees as outlined by the Association.
3. Student Enrollment Fees shall be paid to the North Central District as outlined in the Bylaws of the North Central District.
4. Failure of any Member to submit the assessed dues to the North Central District prior to the date specified in the Bylaws shall entitle the North Central District to ask the Association to apply sanctions against that Member.

ORGANIZATION

Districts

1. The North Central District boundaries shall be as determined by the bylaws of the Association.

2. High schools operated by separate school divisions, First Nations Bands, Independent high schools and conseil scolaire shall be included in the school division that each high school geographically located.

VOTING DELEGATES

All Members within the North Central District shall form a subdivision of the Association and shall vote at member meetings of the Association through Voting Delegates to be selected in the following Manner:

a) The principal of each high school in the North Central District shall designate a representative for the high school.

b) The high school representatives in the North Central District shall attend the North Central District Council General Spring Meeting and at that meeting shall elect the seven Voting Delegates for the North Central District. These seven Voting Delegates shall be the Voting Delegates for the North Central District to the Association General Meeting.

c) The seven Voting Delegates shall be made up of the following persons:

i) One LEADS member.
ii) One Trustee.
iii) One school Administrator
iv) One person who has been elected as a District Officials Commissioner pursuant to the North Central District bylaws or who is a District Officials Clinician.
v) three Voting Delegates at large consisting of two persons of one gender and one person of the opposite gender.

d) The seven Voting Delegates do not have to be high school representatives.

e) Each Voting Delegate of the district must hold a valid Saskatchewan Teaching Certificate, must be employed by a Member in Saskatchewan at the time of the general meeting of the Association, except for the delegate appointed as a Trustee who must be a sitting member and a current elected representative of a Member at the time of the general meeting of the Association.

DISTRICT COUNCILS

1. North Central District Council shall be made up of all the high school representatives in the District. Each voting representative must be designated on the meeting attendance sheet.

2. The North Central District Council must develop and amend a constitution, and may pass bylaws, develop policy, elect officers, hold meetings, collect district membership fees, collect such other fees as are provided for in the bylaws, and spend such monies as are consistent with the North Central District bylaws and policy.

3. Prior to any North Central District Council constitution proposed amendments shall be voted upon at the North Central District Council meeting.

NORTH CENTRAL DISTRICT EXECUTIVE

The district council shall biannually, or as often as may be required, select a president, a vice-
President, a secretary, a treasurer and an officials commissioner.

MEETINGS

1. There will be at least three general meetings of the North Central District Council during each school year. A fall meeting will be held in early September, a winter meeting shall be held in December or January and a spring meeting will be held in April. Meetings shall commence at the call of the President and will be held over supper. If there is a need, the President will call additional meetings. The Agenda for all meetings will be set by the Executive.

2. Notice of the general meeting shall be given to all Members, and to each high school and school in the North Central District, at least two weeks prior to the date set for the meeting.

3. Meetings will proceed according to standard parliamentary procedures.

4. The quorum for meetings will consist of the members present.

VOTING

1. Voting at any North Central District Council meeting shall be by the High School Representatives. Each member school is entitled to one vote.

2. Any school with fess outstanding to the North Central District (E-3's, E-10's) will not be eligible to vote on motions.

3. Motions shall pass if more votes are cast in favor of the motion than those cast against the motion. Abstentions shall not be counted on either side. In the case of a tie the President shall cast the deciding vote.

4. In the case of amendments the motion must pass with the required percentages of the voting representatives present.

AMENDMENT TO THE BYLAWS

1. a) The North Central District Executive may propose bylaws for the North Central District.

b) Such bylaws shall be brought before the next General Meeting of the North Central District Council and shall be voted on by approved voting delegates.

c) Proposed bylaws shall be voted upon at the North Central District Council Meeting.

d) The North Central District Executive may pass a temporary amendment to the bylaws. This temporary amendment must be brought to the next North Central District Council General Meeting for discussion and a vote.

2. a) Notice of proposed amendments to the bylaws shall be forwarded to all Member high schools at least three weeks prior to the proposed date of the next North Central District Council General Meeting.

b) Proposed amendments shall be voted upon at the North Central District Council General Meeting and if passed by a majority of the high school representatives shall be forwarded to The Association for approval by the Association Executive Council. The bylaw changes will become effective when approved by the Association Executive Council or on the effective date in the bylaw whichever is later.

c) Any proposed amendments which are not forwarded as outlined in 2. a) above will require 75% majority of the high school representatives at the North Central District Council General Meeting to become accepted for forwarding to the Association for approval.

4. Proposed amendments to the bylaws shall be brought to the North Central District Council General Meeting only if the amendment has been proposed and/or supported by:

a) The North Central District Executive Council, or
b) A Member of the North Central District.

AMENDMENTS TO THE CONSTITUTION

1. a) Notice of proposed amendments to the North Central District Constitution shall be forwarded to all Members at least three weeks prior to the proposed date of the next North Central District Council General Meeting.

b) Proposed constitutional amendments shall be voted on at the North Central District Council General Meeting and if passed by 75% majority of the high school representatives shall be forwarded to the Association for approval by the Association Executive Council. If approved by the Association Executive Council the changes shall become effective when approved by the Association Executive Council or on the date specified in the changes, whichever is later.

c) Any proposed amendments submitted other than as outlined in 1. a) above will require a 90% majority of the high school representatives to be forwarded.

2. Proposed amendments to the Constitution shall be brought to the next North Central District Council General Meeting only if the amendment has been proposed and/or supported by:

d) The North Central District Executive Council, or

e) At least two Members of the North Central District.

DISCIPLINE OF MEMBERS

The North Central District through the North Central District Executive Council or the North Central District General Meeting shall have the right to impose disciplinary sanctions on Members in the event that a Member or the Members representative school(s) violate(s) the constitution, bylaws Or policies of the North Central District.

Appeals of the discipline of Member(s) shall be directed to the Association Executive Council
