SHSAA Executive Meeting

SHSAA EXECUTIVE MEETING
April 10 & 11, 2003
SHSAA Boardroom
Regina

Call To Order
President Mary Linnell called the meeting to order at 6:30pm. In attendance were Ralph Eliasson, Craig Oman, Wade Weseen, Lisa Schwann, Dan McDougall, Larry Segall, Marvin Renneberg, Kelly Bowers, Angela Tillier, Connie Bailey, Bryan Matheson, Larry Lafrentz, Kim Platt. Absent with regrets, Bob Coffin.

A special welcome was extended to incoming Assistant Executive Director Kevin Vollet.

1. Adoption of January Meeting Minutes
The minutes from the January 24 & 25, 2003 meeting were circulated.

MOTION by Eliasson/Tillier to adopt the January 24 & 25, 2003 meeting minutes. CARRIED

1 Business Arising from Minutes
Business arising from the January minutes will be dealt with in the agenda items..

2. Adoption of Financial Statements
The financial statement for February 2003 was circulated and reviewed.

MOTION by Oman/Schwann to adopt the February 2003 financial statements. CARRIED

3. Decisions/Directions:

3.1 Team Withdrawals
Carnduff High School has requested that the SHSAA waive the $200 withdrawal fine for the Girls' Basketball team. A district playoff against Weyburn Jr. High was planned to take place in Carnduff. Carnduff forfeited the game due to discipline actions taken with the team. Had they been the only representative from their district they would have fulfilled the obligation of the regional tournament.

MOTION by Eliasson/Bailey to waive the $200 withdrawal fine for Carnduff High School Girls' Basketball. CARRIED

3.2 Protest from Regional Basketball
A protest was received from Bengough in regards to the regional tournament held in Kinistino. The Bengough coach sent videotape protesting both games they played. It was noted that the SHSAA does not use videotape when dealing with protests. There were many issues cited in the protests. The protest was not upheld.

3.3 Turtleford / North West Basketball
Turtleford School Division did not allow the Turtleford School Girls' Basketball team to travel to Ile-a-la-Crosse for the North West District playoffs due to weather conditions

MOTION Oman/Renneberg to waive the $200.00 withdrawl fine for Turtleford School Girls' Basketball team. CARRIED

3.4 Coop School Request - Cornerstone Christian Academy
Cornerstone Christian Academy has been involved in a joint sponsorship agreement with Vanier Collegiate for football which expires this year. The school is planning a joint sponsorship agreement with Riverview Collegiate for next year. Due to previous involvement with Vanier the school was investigating the possibility of cooping with both schools for one year. A letter has been received from Cornerstone withdrawing the request to coop with Vanier. The office will contact the schools to assist with the new joint sponsorship agreement.

3.5 SABO Discussions and Proposal
The SHSAA and SABO (Saskatchewan Association of Basketball Officials) have been working together to assign officials for Hoopla for a number of years. The SHSAA office staff presented an outline of the roles and responsibilities for SHSAA and SABO from the SHSAA perspective. This was approved by the executive and will be forwarded to SABO for their response and brought back to the Executive at that time.

3.6 Sanction Request - Miller High School
Miller High School submitted requests for sanction of a Football Tournament on August 30 and a game against an out of province school on September 1. The school withdrew the request for sanction of the game for September 1. The Football tournament carries an understood sanction as all schools belong to the SHSAA. The Executive instructed the office staff to write to all schools attending the tournament and to their school boards expressing concern regarding the number of practices that are held prior to the tournament.

3.7 Sask Sport Hall of Fame - Tickets and Advertising
An invitation was received to attend the Sask Sport Hall of Fame Annual Induction Dinner and to advertise in the program.

MOTION by Weseen/Schwann to advertise in the Sask Sport Hall of Fame program. CARRIED

3.8 Hosting Policy Guidelines
The Hosting Policy guidelines were reviewed and approved with suggested changes.

MOTION by Eliasson/Schwann to adopt the hosting policy guidelines with suggested changes. CARRIED

4. Committee Reports

4.1 Symposium
The 2003 Coaches Symposium committee meeting minutes for January were circulated. Brochures will be sent to schools in May.

4.2 Annual General Meeting
A written report was circulated with regards to the Annual Meeting preparations. West Central District is hosting the 2003 AGM in Saskatoon.

4.3 Strategic Planning
The strategic plan was circulated with the addition of the action plan created at the January meeting.

5. Discussion

5.1 Executive Reports

Curling
- Some concerns about the supply of SHSAA souvenir clothing at event
- All the hosts did an admirable job of hosting these events.

Regional Wrestling
- Dillon has an excellent facility with 3 full sized mats and wrestling score clocks.
- the host committee did an excellent job, lots of staff and student involvement
- the host provided accommodations at the school and fed all of the participants.

Provincial Wrestling
- coaches meeting - suggested an investigation of altering the season giving consideration to shortening the season.
- facilities are becoming a problem, most high schools aren't large enough to host
- handbook section needs to be reviewed

Hoopla
- photo identification - there were some computer problems on Thursday but everything ran smoothly on Friday. The photo ID was very popular with the students.
- excellent job done by the host committee, host schools and the minor officials.
- Hoopla crowds were excellent, both in size and in conduct.
- Minor officials pay should to be increased

MOTION by McDougall/Tillier to increase the minor officials fee for Hoopla to $30.00 per game. DEFEATED

MOTION by Bowers/Schwann that the SHSAA purchase 2 vinyl SHSAA banners for use at provincial championships. CARRIED

Sportsmanship Awards
The Sportsmanship Award Presentations went well. The awards were presented to:
Boys Curling - Balgonie
Girls Curling - Biggar
Boys Basketball - Luseland
Girls Basketball - Aden Bowman
Mixed Curling - Tisdale

District Meeting Reports -
South Central - nothing to report
Moose Jaw - they are willing to give up their spot for hosting Track & Field in 2004 to Regina if the rotation slides to allow MJHSAD to host the following year.
East Central - meeting to be held next week
South East - meeting next week
Qu'Appelle Valley - nothing to report
Regina - golf is becoming an issue because courses aren't subsidizing costs; addition of new activities is being investigated
Saskatoon - transfer policy was being discussed and will respond to the SHSAA shortly
Central - nothing to report
North East - nothing to report
North Central - nothing to report
West Central - basketball - inequity in 4A classification; clarification for schools that indicate their team will not participate in play offs, dress code in badminton; hosting AGM
North West - meeting to be held in a couple of weeks

Officials Commissioner
The SHSAA has met with SABO, the Volleyball Officials group and wrote to Football Saskatchewan. SHSAA is attempting to draw attention to the Sport Governing Bodies about issues regarding officials, specifically in the rural areas. The officials groups have been invited to attend the June AGM. A discussion paper was circulated and will be discussed at the May meeting.

SPEA
Barry Graham, Executive Director, is retiring. The SHSAA will have a display at the SPEA conference being held May 7 - 9, 2003.

CAAWS
Lisa Schwann, SHSAA Women's Representative, attended the CAAWS (The Canadian Association for the Advancement of Women and Sport and Physical Activity) Conference held December in Toronto. A package of information received at the conference was circulated and a verbal report was given.

School Plus Meeting
Angela Tillier, Regina Representative, attended a School Plus workshop on February 12, 2003 on behalf of SHSAA. A written report was circulated and much discussion about School Plus and the implications to the SHSAA followed. The Executive will follow the development closely and remain involved whenever possible.

Restructuring
A discussion paper was circulated with regards to restructuring of the executive make-up and the number of districts. This was reviewed and more direction was given to the office staff. The Executive believes this will be an excellent topic to the AGM.

High School Sports Week
No report was presented at this time. The High School Sports Week committee has a meeting scheduled in May and will report at the May meeting.

5.2 Basketball Regional Tournaments
The coaches' evaluation forms were forwarded to the SHSAA Basketball Liaison. A summary was circulated and reviewed.

5.2.1 Office Concerns
Concerns about sending teams around the province, a few complaints about improper seeding and choice of host sites were forwarded. The idea of simply having sectional tournaments to decide the four representatives to Hoopla was brought forward. The executive believes the current practice, even with the difficulties, provides great enthusiasm for school sport and provides every school a reasonable opportunity to advance to Hoopla. No changes were recommended.

5.2.2 Seeding Suggestion Letter
A letter was received from Ken Morrell, Onion Lake Eagleview Composite School, regarding seeding for regional basketball. Ken believes the SHSAA office has an impossible task placed on them to seed the regional tournaments and has suggested an alternative. The SHSAA office would seed the teams and the top four teams would host the regional tournaments. The remaining12 teams would then be involved in an online draft to determine the final draw. Team number five would get first choice of the site they would like to participate, Number six would have second choice, Number seven next and so on. Ken will be encouraged to present his proposal to his district for their discussion.

5.3 Football - Awards
A letter was received from Troy Wist, Central Butte School, with regards to the level of awards presented in football. The SHSAA presents gold and silver medals at the championship games. Troy has suggested that the awards for football should be in line with other SHSAA activities. He provided the executive with some suggestions. The executive does not believe the sport of football lends itself to third place competitions. There was no consideration for change to the current policy and practice.

MOTION by Weseen/Schwann to change the medallist banners so they do not look so close to the championship banner. CARRIED

5.4 Almightyvoice - League Concerns
Almightyvoice Education Centre sent a response to Bruno School, copied to the SHSAA, with regards to the school being eliminated from league play.

5.5 Volleyball Rotation Follow-up Letter
A letter of response to Weyburn Central School Division with regards to the volleyball rotation was circulated. The office staff will review the volleyball rotation submitted by South East district.

5.6 Riffel / Holy Cross Basketball E-mail & Response
An email was received from a Regina Riffel High School parent in regards to inappropriate behaviour and poor sportsmanship by Saskatoon Holy Cross fans at Provincial Basketball. The situation was noticed and handled by an executive member at the championship and later reported to the SHSAA office staff. Correspondence indicating concern regarding the SHSAA response to this parent was received from Saskatoon Catholic Schools. The office responded to the Saskatoon Catholic Schools. All correspondence was presented to the executive and discussed. The executive endorsed the action of the office staff.

5.7 Beach Volleyball Request
A fax was received from Virden Collegiate, Manitoba with regards to a Provincial Beach Volleyball Championship. The information referred to representing a school, SHSAA eligibility rules, teacher supervisors. The SHSAA office staff has verbally expressed concerns and will forward these concerns in writing.

5.8 AGM Resolution Review
A discussion paper with regards to Spring Football was circulated. This resolution will be presented at the AGM.

5.8.1 Transfer Policy Feedback
The SHSAA forwarded the proposed transfer policy to districts and school boards for discussion and their reactions. A number of responses were received and circulated. The Executive agreed the transfer policy needed be brought to the AGM as a resolution.

5.8.2 Other Resolutions
Resolution due date is May 14. Executive members were reminded to review their notes for other resolutions for the May meeting.

5.9 AGM Agenda
The AGM Agenda was circulated and reviewed. The agenda will be posted on the SHSAA website.

6. Information

6.1 Sask Sport Information
Information with regards to Dispute Resolution was circulated. Sask Sport has offered its services to Sask Sport associations requiring help with matters of dispute.

6.2 Kathy Maki - Letter of Sportsmanship
A letter was received from Kathy Maki, Clavet, acknowledging the sportsmanship of Christian Centre Academy at Hoopla. This letter was circulated and placed on the message board on the SHSAA web site.

6.3 Classification Study from the NFHS
A classification study from the National Federation of High Schools was circulated.

6.4 Junior Varsity Sports: Study from CSSF
Alberta School Athletic Association compiled a study on junior varsity (Grade 9 & 10) sports within the Canadian School Sports Federation. This study was circulated.

6.5 Badminton Provincials
Provincial Badminton is being held on the May long weekend. Due to the late date for Easter this year a conflict arose regarding dates for badminton. The choice was made to place the championship on the May 17 weekend because it would affect 64 students. If the championship was to be moved ahead one weekend then the district championships would fall on the Easter break affecting many more students.

Track & Field - Dave Dice, 2003 Track & Field Commissioner, has recommended some changes to the Provincial Track & Field schedule. These are being reviewed and the schedule will be posted on the web site.
