Call
to Order
President Mary Linnell called the meeting to order at 7:05pm.
In attendance were Ralph Eliasson, Wade Weseen, Vicki Moore,
Dan McDougall, Larry Segall, Marvin Renneberg, Jack Nepjuk,
Angela Tillier, Craig Oman, Barb Riley, Larry Lafrentz, Kevin
Vollet and Kim Platt.
1.
Adoption of Agenda and January 25th & 26th Minutes
The April Agenda and January Minutes were circulated.

by Renneberg/McDougall to adopt the agenda for the April 4
& 5, 2004 Executive meeting. CARRIED

by Segall/Tillier to adopt the minutes of the January 25th
& 26th, 2004 Executive meeting. CARRIED
1.1 Review
of Action List
A review of the action list for office staff and executive
from the previous meeting updated everyone on completed and
pending tasks. Pending tasks for the office staff and the
executive will be added to the December meeting action list.

Reports
2.1 Financial
Report
The February financial statement was circulated and reviewed.

by Oman/Moore to accept the February financial statement.

2.1.1
Budget Update
When the budget was finalized in January the Sask. Trust Grant
and MAP Grant were estimated. The SHSAA received an increase
in MAP Grant money. There was also one additional category/row
added to the report and this row was not added to the total.
The budget was approved as break even and now with the additions
there is a small surplus.
2.1.2
Winter Activities Financial Report
The Winter Activities financial report was circulated and
reviewed.
2.2 Office
Report
Restructuring
Proposal
Another draft restructuring paper has been prepared since
the January meeting. The executive will review this paper
before distributing it to the members.
RABO
The Regina Association of Basketball Officials requested the
RHSAA to appeal the decision of a one-game suspension to a
Regina coach. The RHSAA chose not to appeal the decision made
by the school. RABO issued an ultimatum that it would no longer
officiate senior boys games on behalf of that school unless
a lengthier suspension was imposed. RHSAA indicated that RABO
would not officiate any games if they refused to do particular
games. RABO stepped back from their position and indicated
that they were satisfied with the process, as the highest
level of school authority had heard them.
SABO
The SHSAA was involved with negotiations with the Saskatchewan
Association of Basketball Officials with regard to the process
for nominating, selecting and assigning officials for Hoopla.
The process was delayed this year but was acceptable.
SHSAA
Office Space
The building that the SHSAA office is currently located has
been sold. The transfer of ownership has not taken place to
date as negations with regard to the property tax are in progress.
The SHSAA office staff is not aware of the plans for the property
following the completion of the sale. The Dairy Farmer's of
Saskatchewan is also in the same building and their lease
has expired. They are not renewing their lease. Wendy Kelly,
Executive Director, has approached the SHSAA with regards
to looking for space together. Wendy and Larry Lafrentz have
met with a realtor and have been checking out office space.
The SHSAA lease has not expired and the office staff with
investigate if there will be any penalties in breaking the
lease.
Sponsors
The SHSAA has signed two new sponsors. SaskTel Mobility has
signed on as a "program sponsor" and Centaur/Daktronics
as the official supplier of electronic scoreboards.
2.3 Executive
Reports
2.3.1
Curling
The Boys & Girls Curling Championships were hosted Nipawin
and the Mixed Curling Championship was hosted by Brent Adam
in Assiniboia. There were no concerns raised. A thank you
has been extended to the commissioners Cindy Miller, Nipawin,
Brent Adam, Assisiniboia, and their host committees for a
job well done.
2.3.2
Regional Basketball
Kevin Vollet, Assistant Executive Director, prepared a paper
with regards to the seeding of basketball teams and the placement
of regional tournaments. The process is often misunderstood
within the basketball community. This paper provides further
understanding of the process.
2.3.3
Regional Wrestling
The Regional Wrestling Championship was held in Esterhazy.
Terry Zack was the commissioner. He had a large committee
of volunteers that kept the meet moving very well. Two issues
were discussed. There is interest in increasing the upper
limit of the 85+ category for the female category. The second
item was changing the regional championship to the weekend
prior to the provincial championship.
2.3.4
Hoopla
Hoopla 2004 was hosted in Regina. Howard Schweitzer, RHSAA
Commissioner of Athletics, and his host committee did a great
job. The SHSAA provided photo ID to the teams. SaskTel Mobility
gave away two hoodies at each game to players selected by
the host for hustle and sportsmanship. Recommendations made
by the host commissioner were reviewed and discussed.
2.3.5
Wrestling
The Provincial Wrestling Championships were held in Saskatoon.
Marion Graham was a great facility because the two gyms were
side by side and there was plenty of seating for spectators.
The skin checks will be changed to 12:00 - 1:00, the same
time as the weigh-ins. There was discussion with regards to
the yellow and red card as indicated in the CAWA Rulebook.
The regional wrestling championship will be changed to the
first weekend in March and the Provincial Wrestling championship
to the second weekend, a change to the calendar approved at
the June 2003 AGM.
2.3.6.
Sportsmanship Awards
A list of the sportsmanship award winners that were presented
this year was circulated. This list is posted on the SHSAA
website.

by Nepjuk/McDougall that wrestling is added to the list of
activities that Milk Sportsmanship Awards are presented. CARRIED
2.4 Committee
Reports
2.4.1
Symposium
The Coaches Symposium will be held August 16 & 17, 2004
in Saskatoon. The registration fee will be raised to $80.00.
The late registration fee will remain at $100.00. Registration
forms will be sent out after the Easter Break.
MOTION
by Oman/Moore to raise the Coaches Symposium registration
fee from $75.00 to $80.00. CARRIED
2.4.2
Basketball Rules
The basketball rules committee is waiting for the National
Federation rulebook and a comparison paper on the NCAA and
FIBA rules.

3.4 Team
Withdrawals
Due to weather conditions there were a few schools that withdrew
from Regional Basketball competition. Letters were received
from each of the schools outlining the reasons for withdrawal.

MOTION
by Segall/Renneberg to waive the regional basketball team
withdrawal fee of $200.00 for Moosomin McNaughton High School,
Prince Albert St. Mary High School, Star City School, Watrous
Winston High School and Fillmore "33" Central School.

3.5 Coach
Discipline
3.5.1
Western Christian School
An official's report was received with regards to the conduct
of the Western Christian School Senior Boys Basketball Coach
following an interschool contest. The coach approached the
officials at the score table and set down a rulebook opened
to a page outlining out-of-bounds violations. Following the
game the coach knocked on the officials change room door and
then slid the same page under the door. The office wrote a
letter of concern to the school.
MOTION
by Segall/Oman that no further action is taken against the
Western Christian School Senior Boys Basketball Coach. CARRIED
3.5.2
St. Brieux
An official's report was received with regards to the Senior
Boys Basketball Coach from St. Brieux School. The coach was
ejected for receiving two technical fouls for unsportsmanlike
conduct. The team also continued to participate without a
coach on the bench. The school has suspended the coach for
two games at the beginning of the 2004-2005 season.

by Eliasson/Moore that no further action is taken against
the St. Brieux School Senior Boys Basketball Coach. CARRIED
3.6 2A
Boys Volleyball Bids - November 2004
Bids for the 2004 2A Boys Volleyball Championship were received
from Fox Valley, Kincaid & Turtleford.
MOTION
by Weseen/Nepjuk to accept the bid from Kincaid to host the
2A Boys Volleyball Championship
3.7 Sask.
Sport Hall of Fame - tickets and advertising
Information was received regarding the Sask. Sport Hall of
Fame dinner. Tickets for the dinner have been purchased in
past years. The office staff purchased an ad in the Sask.
Sport Hall of Fame program.

by Tillier/McDougall to approve the purchase of an ad in the
2004 Sask. Sport Hall of Fame Program. CARRIED
4.
Discussion
4.1 Restructuring
Proposal
A draft restructuring proposal was circulated and reviewed.
A few changes will be made to the document prior to circulation
to Schools and School Boards.
4.2 Adding/Deleting
Activities
Ontario's policy with regards to addition of activities was
circulated. The office staff will revamp for Saskatchewan.
An executive committee has been formed to review this policy.
4.3 SABO
Recommendations
The Saskatchewan Association of Basketball Officials held
their Annual Meeting March 20, 2004. A couple of recommendations
were made to the SHSAA. Those recommendations are: that a
minimum number of games (20) be incorporated into the criteria
for appointment to Hoopla from an area; that SHSAA use NCAA/CIS
rules with some modifications for the 2005-2006 season.
4.4 Transfer
Policy
A copy of a letter to the Saskatchewan School Board Association
was received from Saskatoon Catholic Schools with regards
to the transfer policy. The board perceives the policy is
inconsistent with a fundamental tenant of Catholic education.
4.5 Coach
Ejection Policy
There are a couple of SHSAA districts that have put in place
an automatic one game suspension for coach ejections. The
SHSAA policy states that once the office receives a written
report the executive director will investigate the matter
to determine if there was a breach of the bylaws. The automatic
one-game suspension does not supersede this process. All coach
ejections must be reported to the SHSAA office by the host
school and the game officials. Upon receipt of the report
the SHSAA will contact the school with regard to the incident
and any impending action.
4.6 AGM
Resolution Review
The SHSAA Executive reviewed concerns and recommendations
made at the Provincial Championship coaches meetings. Motions
made at this years executive meetings that affect the bylaws
or constitution were also reviewed and will be put forward
as resolutions to the June AGM.

by Oman/Eliasson to continue the soccer elimination tournament,
as has been done in the past, then seed the field of 8 teams
for the provincial championship. CARRIED
MOTION
by McDougall/Nepjuk that the 3rd match in volleyball goes
to 15. CARRIED
MOTION
by Segall/Weseen that the 4 curlers be dressed uniformly in
school colours. CARRIED
4.6.1
Notice of Motion from 2003 AGM
The Notice of Motion from the 2003 AGM will be included in
the 2004 resolution package.
4.7 AGM
Agenda
The 2004 AGM Agenda was reviewed and edited. The agenda will
be posted on the SHSAA website.
4.7.1
Tennis & Golf Tournament
The 2004 AGM host committee will be holding a President's
Golf Tournament and a Tennis Tournament. Individuals attending
the AGM will have a choice of attending one of these tournaments
that will be held the afternoon of Wednesday, June 23, 2004.
4.8 LeBoldus
Probation - Boys Soccer
LeBoldus High School was put on a one-year probation for use
of a player from another school on the boys' soccer team.
The school appealed the decision. The Executive Director had
a meeting with the school principal and the director of education
to discuss the issue further. After consultation with the
executive a decision was made to revise the one-year probation
to apply to the boys soccer program only.
4.9 All
Star Football Games
A proposal for a Six-Man All-Star game was sent to all the
six-man football schools. The SHSAA forwarded a letter to
the schools notifying the principal that this event is not
an SHSAA sanctioned activity and that the school may assume
some risk of liability when equipment is loaned out.
4.10 Wrestling
Concern
A letter of concern was received from the St. Joseph High
School wrestling coach with regards to the conduct of an official
during a wrestling match at the provincial championship.
4.11 Sponsorship
of Balls
The official football used by the SHSAA is the Wilson F2005.
The Wilson F2005 is the CFL football. It was determined that
the Wilson 2000, the CSI ball, is narrower in circumference
than the CFL ball. The SHSAA used the Wilson 2000 football
for the 2003 provincial championships. It was recommended
that the SHSAA change the official football to the Wilson
2000.

by Weseen/Moore to approve the Wilson 2000 football or the
CSI football for provincial championships. CARRIED
4.12 Message
Board
There was some concern raised about the SHSAA message board.
The messages that are posted on the website are reviewed by
the office before being posted. Reference to names and numbers
are deleted. The concerns were raised to the executive. The
office staff will continue to review the messages prior to
posting.

5.1 Correspondence

5.1.1
SGI Curling Sponsorship
SGI provides sponsorship of the provincial curling championships.
A copy of the sponsorship letter was circulated.
5.1.2
SaskTel Mobility Sponsorship
The SHSAA has entered into a sponsorship agreement with SaskTel
Mobility. A copy of the agreement was circulated.
5.1.3
Centaur/Daktronics Sponsorship
The SHSAA has entered into an agreement with Centaur/Daktronics
and will designate their company as the "official supplier
of score clocks" for the SHSAA. A copy of the agreement
was circulated.
5.1.4
Swift Current Small Cities Basketball
A letter of apology was received from Swift Current Comprehensive
with regards to their fans behaviour at the small city basketball
championship.
5.1.5
Ryan Flannigan, PA Carlton - Athens Olympic Youth Camp
The Canadian Olympic Committee requested nominations from
the provincial/territorial athletic associations for a male
and female representative for the Athens Olympic Youth Camp.
The Canadian Olympic Committee was able to select and send
one male and one female representative from Canada. The SHSAA
forwarded a male and female nomination and Saskatchewan's
male nomination, Ryan Flannigan, was chosen to represent Canada
at the Athens Olympic Youth Camp. Correspondence pertaining
to this topic was circulated.
