President Wade Weseen called the meeting to order at 7:10pm.
In attendance were Brian Gislason, Lyle McKellar, Jim Lissinna,
Vicki Moore, Dan McDougall, Larry Segall, Marvin Renneberg,
Jack Nepjuk, Angela Tillier, Mary Linnell, Barb Riley, Larry
Lafrentz, Kevin Vollet and Kim Platt.
1. Adoption of Agenda

of Action List
A review of the action list for office staff and executive
from the previous meeting updated everyone on completed and
pending tasks. Pending tasks for the office staff and the
executive will be added to the January meeting action list.
2. Reports
2.1 Financial
Report
2.1.1
Budget Update
Budget changes approved at the January meeting were updated
and presented. Actual amounts for Sask. Trust grants and adjustments
to basketball, volleyball, corporate sponsorship and Petro
Canada grants were added.
2.1.2
February Financial Overview
The February Financial Report was circulated and reviewed.

2.2 Office
Report
2.2.1
Sask. Lotteries Trust Grant Approval 2005-2006
Letters were received from Sask. Lotteries Trust Fund indicating
that the SHSAA grant application was approved for the 2005-2006
fiscal year.
2.2.2
Sask. Sport Meeting - March 30
The office attended a Sask. Sport Membership Meeting on March
30. Sask Sport informed all organizations that depend on trust
funding that starting in 2005 there will be a reduction in
trust fund allocations of 5% and in 2006 the reduction may
be in the range of 20-25%.
2.3 Executive Reports
2.3.1
Curling
Carlyle hosted the Provincial Mixed Curling Championship Trent
Johnson was the commissioner. Commissioner, Bill Crossman,
hosted the Girls Championship in Carnduff and Commissioner,
John Gillies, hosted the Boys Championship in Kerrobert. The
commissioners did a great job in all the locations. The uniform
policy was well accepted.
2.3.2
Regional Basketball
There was some concern raised with regards to Regional Basketball
hosting expectations. Some host locations put a lot of work
into hosting whereas others simply open the gym for the games
to go on. The office will raise this concern at district meetings
and will add minimum expectations to the regional basketball
guidebook. Thanks to all the regional basketball hosts.
2.3.3
Regional Wrestling
Swift Current under the direction of athletic director, Pat
Barry, did a great job of hosting the Regional Wrestling Championship.
There are problems with keeping rural participation due to
a lack of competitions outside of Regina and Saskatoon. Coaches
would like to keep the regional wrestling championship on
the first weekend of March, the same weekend as provincial
curling and the provincial wrestling championship on the second
weekend of March, the same weekend as regional basketball.
2.3.4
Hoopla
Saskatoon Secondary Schools Athletic Directorate under the
direction of commissioner Kelly Bowers hosted Hoopla. The
locations were Evan Hardy, Bedford Road, Bishop Mahoney, and
E.D. Feehan. A coaches meeting was held at Hoopla for the
first time but was not well attended. There was concern raised
over the seeding of the Regina 5A teams. Regina's city championship
was held on Tuesday prior to Hoopla, which started on Thursday.
The office staff chose to seed all the teams in the 5A classification
in preparation for Hoopla (printing of programs, posting of
schedule). The second place teams won the girls and boys city
championships; the Regina coaches believe the seeding for
Hoopla should reflect the city championship result. It was
explained that all categories are seeded based on season results
as of first weekend in March and the 5A category as of the
second weekend in March. Regina will be asked to host their
city championships no later than the Saturday prior to Hoopla
as per SHSAA policy. Discussion also took place regarding
the classification of basketball.
2.3.4.1
3A Girls Semi-final
Following the completion of Hoopla the SHSAA office received
a request for clarification of a basketball rule. In the 3A
Girls Semi-Final a player received a technical foul, which
was her fourth foul. Later she received a personal foul, her
fifth. While leaving the court she was given a technical foul
for her display of frustration. Clarification was requested
as to whether the athlete should have been disqualified for
the next game. Rule 40.2 states a foul by a player who has
previously committed his or her fifth foul is considered an
excluded player's foul and it is charged and entered on the
score sheet against the coach. It was incorrectly entered
on the score sheet as a 'T' or sixth foul against the player.
Had it been intended as a technical warranting ejection it
is to be recorded on the score sheet as an 'F' next to the
players fifth foul. The official reported that it was not
considered an ejection foul. Therefore, the player was not
ejected for having two technical fouls and an automatic one-game
suspension was not warranted. It was noted that coaches are
ejected from a contest after receiving two technical fouls.
A player may receive multiple technical fouls the decision
to eject a player, for their conduct, must be made by the
official. Upon ejection the school and the coach must apply
the automatic one-game suspension called for in the SHSAA
bylaws.
2.3.5
Wrestling
Regina O'Neill High School hosted the provincial championship.
RHSAA commissioner, Howard Schweitzer was assisted by Ron
Gonzales from O'Neill to manage and run a very successful
provincial championship. Two drawmasters were used at this
event, as a new drawmaster is now available in Regina. Donna
Ackerman had not run the SHSAA provincial so Jamie Booth from
Saskatoon was also brought in to work the event. Additional
officials were also used for this event, as there are currently
a number of new young officials. The SHSAA agreed to use them
in conjunction with veteran officials to assist in the development
of available wrestling officials. In the past couple of years
the SHSAA has taken on the added expense for the physiotherapists.
The coaches' conduct was very good this year due to a change
in policy made this year. A new 3A Classification was implemented
this year but there was concern with the number of teams that
fall into this classification.
2.3.6
Sportsmanship Awards
An update on the sportsmanship awards selected for the winter
activities was circulated. An addition will be made to the
coaches' evaluation form requesting input on sportsmanship
recipients. Listed below are the Sportsmanship Award winners

2.4 Committee Reports
2.4.1
Symposium
The 2005 Coaches Symposium will be changed to August 22 &
23 and will be held at Saskatoon Marion Graham. Brochures
and registration forms will sent to schools and posted on
the SHSAA website in May.
2.4.2
Reorganization
The office staff provided an update on reorganization. Further
discussion will take place later in the meeting.
2.4.3
Basketball
The Basketball Discussion Paper was reviewed and discussed.
A resolution for the AGM will be discussed at the May meeting.
3. Decisions
3.1 Eligibility
Requests
3.1.1
Maple Creek
A letter was received from a parent of a home-schooled student
requesting exception to the eligibility bylaws. The mother
chose to enrol the student in 3 grade 10 classes (English,
Math, Science) during her grade 9 year. The student is therefore
in the 3rd year of eligibility according to SHSAA bylaws.
The SHSAA office contacted the school with regards to receipt
of the letter. Maple Creek School administration was not aware
of the request.
MOTION
by Riley/Moore to write a letter to the parent indicating
the protocol for requesting an exceptional to the eligibility
bylaws. CARRIED
3.1.2
Yorkton Regional
Yorkton Regional High School submitted a request for exception
to the eligibility bylaws on behalf of a student that entered
grade 10 in 2002. The student was unable to participate in
athletics during the first semester of the 2002-2003 school
year due to medical reasons. The student will be returning
to school in September 2005 to complete grade twelve.
MOTION
by Segall/McDougall to grant an exception to the eligibility
bylaws to the Yorkton Regional student for the 2005-2006 school
year. CARRIED
3.2 Eligibility
Appeal
3.2.1
Holy Cross High School
Dennis Dorgan, Principal, and Barry Rawlyk, Athletic Director,
of Holy Cross High School were in attendance to appeal the
decision of the Executive Director with regards to eligibility
of a student that transferred from St. Walburg. The student
transferred for the second semester and would like to participate
on the Badminton team. The transfer form was filled out by
Holy Cross and forwarded to St. Walburg for signatures from
the principal and athletic director. St. Walburg did not sign
the form. An investigation took place and from the information
compiled the SHSAA Executive Director ruled that the student
was not eligible to participate in the 2005 Badminton season.
MOTION
by Tillier/Nepjuk to accept the transfer from Holy Cross High
School for the St. Walburg student and declare the student
eligible for Badminton. DEFEATED
3.3 Late
Fee Appeal
3.3.1
Radville - Boys & Mixed Curling
A letter was received from the Radville Curling coach regarding
the late filing notice received for curling. He stated that
the form was started on time and one name was entered on the
form. He was unaware that the entire team must be listed.
MOTION
by Tillier/Linnell to waive the Radville Curling late fees.

3.3.2
Denzil - Boys, Girls & Mixed Curling
A letter was received from the Denzil Sacred Heart School
coach regarding the late filing notice received for curling.
He stated that he entered the players on the eligibility roster
on the 17th or 18th but when he clicked the save button he
got a message 'page not displayed'. He did not check to see
if the roster was saved and SHSAA records indicate the form
was not received.
MOTION
by Renneberg/Riley to waive the Denzil Curling late filing
fee. DEFEATED
3.4 Team
Withdrawals
3.4.1
Redvers Boys Basketball
The South East District basketball commissioner and district
president informed the SHSAA of the forfeiture by the Redvers
boys' basketball team. They forfeited the District Championship
against Radville High School. The SHSAA office requested a
written response from Redvers School. A response was received
from the Principal and coach. The school listed the reasons
that 6 of the 7 players were unable to play in the District
Championship. There were 2 players involved in a Regional
Drama Festival and 4 players involved in Provincial and Division
Hockey.
MOTION
by Linnell/Segall to waive the $200.00 playoff withdrawal
fee. DEFEATED
3.5 Coach
Discipline
A report was received from Kinistino regarding the ejection
of the Canora Boys' Basketball Assistant Coach. A letter has
been forwarded to Canora Composite School and the SHSAA is
awaiting a response. This correspondence was provided for
information, as it is not in a form that can be dealt with.
3.6 Bids
To Host
3.6.1
2005 Sand Golf
Bids for 2005 Sand Golf were received from Morse and Raymore
(hosted in Punnichy).
Raymore was chosen to host the 2005 Sand Golf.
3.6.2
2005 1A Boys Soccer
A bid for 2005 1A Boys Soccer was received from Muenster.
Muenster will host the 2005 Provincial 1A Boys Soccer
Championship.
3.6.3
2005 1A Girls Soccer
Bids for 2005 1A Girls Soccer were received from Outlook LCBI
and Wynyard.
Outlook was chosen to host the 2005 Provincial 1A Girls
Soccer Championship.
3.6.4
2005 2A Boys Soccer
A bid for 2005 2A Boys Soccer was received from Warman.
Warman will host the 2005 Provincial 2A Boys Soccer Championship.
3.6.5
2005 3A Girls Soccer
A bid for 2005 3A Girls Soccer was received from Saskatoon.
Saskatoon will host the 2005 Provincial 3A Girls Soccer
Championship.
3.6.6
2006 Regional Wrestling
A bid for 2006 Regional Wrestling Championship was received
from North Battleford Comprehensive.
North Battleford will host the 2005 Regional Wrestling
Championship.
3.6.7
Provincial Badminton
Weyburn is unable to host the 2005 Provincial Badminton Championship
because the Royal Bank Cup Junior Hockey Championship will
be held the same weekend. There are no accommodations available.
The Provincial Championship will be moved to Moose Jaw Peacock
and will be run by the office staff and executive. Volunteers
will be sought. The 2006 Provincial Badminton Championship
is still open as no bids were received. Weyburn will be asked
to host the 2006 Provincial Championship.

by Riley/Moore to host the 2005 Provincial Badminton Championship
in Moose Jaw at Peacock Collegiate. CARRIED
3.7 Classification
Change
3.7.1
Yorkton Regional
A request was received from Yorkton Regional High School seeking
support of the Executive Council to participate in the 3A
Football classification. The request was granted by the RHSAA
for league play.
MOTION
by Segall/McDougall to accept the request from Yorkton Regional
High School to reclassify to 3A Football. CARRIED
3.8 Hearing
Committee Request - Regina Catholic School Board
The Regina Catholic School Board and or the coach were requested
to provide the Association with a report of steps taken to
address the allegations reported following the soccer season.
The school board indicated it is unwilling to seek or share
information regarding any action taken with a coach due to
their concern to respect privacy legislation. Legal advice
was sought regarding the SHSAA policy for breach of the bylaws
by a coach or supervisor. Following the consultation a letter
was sent requesting the board of education to seek the permission
of the coach to provide information with regards to the allegations
and any action taken. A letter was received from the board
of education indicating the coach was not prepared to provide
any further information to the SHSAA regarding discussions
with her employer. The next step is to proceed with a hearing
as directed by the bylaws governing 'breach of bylaws by Coaches
or Supervisors'.
MOTION
by Segall/McDougall that the SHSAA proceed with a hearing
for the O'Neill soccer coach. CARRIED
3.9 SHSAA Position - Teacher Withdrawal of Services or Teacher
Strike
The SHSAA reviewed the position taken during the September
2000 STF Withdrawal of Services. If withdrawal of services
or teacher strike takes place the office will contact the
STF and ask for their position. Schools will be informed of
the SHSAA position.
In preparation
for the Provincial Badminton Championship and the Provincial
Track & Field Championship the executive gave the following
direction to the office staff. The latest date for Provincial
Badminton to take place would be May 28. There will need to
be 3 weeks without sanctions by the STF prior to May 28th
to accommodate all levels of play required to hold a provincial
championship in badminton. Provincial Track & Field will
remain on June 3 & 4.
4. Discussion
4.1 Restructuring
Proposal
The Reorganization Draft document was reviewed. The office
staff put forward 4 options for playoff structure that were
reviewed and discussed. Options included: a system of leagues
with all teams included in a league and playoff leading to
the provincial championship; system with no district level
of play based on four sections or regions; a system made up
of fourteen school divisions; eight districts made up of two
public school divisions in each of the six rural districts
plus the two city districts. The proposal identified in the
third draft (eight districts made up of two public school
divisions in each of the six rural districts plus the two
city districts) was reaffirmed and changes will be made to
the draft document and presented at the May meeting.
4.2 AGM
Resolution Review
The SHSAA Executive reviewed concerns and recommendations
made at the Provincial Championship coaches meetings.
4.3 AGM
Agenda
The 2004 AGM Agenda was circulated and reviewed. The 2005
AGM Agenda will be finalized at the May meeting.
5. Information
5.1 Correspondence
Received
5.1.1 SGI Curling Sponsorship
A letter was received form SGI with regards to commitment
of $2,000 for provincial curling. This money is divided amongst
the 3 hosts and is used towards a banquet at each championship.
5.1.2
SaskTel Mobility Sponsorship
A letter and cheque were received from SaskTel renewing their
sponsorship for another year. The SHSAA has publicized the
Regional and Provincial Championships events on Mysask.com.
5.1.3
Sask. Sport - Admin. Centre Fee Increases
A letter was received from Sask. Sport Admin. Centre with
regards to price changes for the upcoming year effective April
1, 2005.
5.1.4
U of S Book Prize Increase
A thank you letter was received from the University of Saskatchewan
for the increase in the book prize from $75 to $150.
5.1.5 Sask. Soccer - AGM Report
An update from the Sask. Soccer AGM was received.
5.1.6
MJHSAD - Football Concerns
The Balgonie Greenall Football team participates in the Moose
Jaw High School Athletic Directorate Football League. MJHSAD
forwarded a letter of concern to Balgonie with regards to
the behaviour and actions of the football coaches during participation
in the league.
5.1.7
Basketball Saskatchewan Request
The SHSAA was contacted with regards to free passes for Hoopla
for the BSI Executive. The SHSAA policy provides complimentary
admission to players, coaches, cheerleaders and major sponsors
invited to attend. School administration and teachers from
the participating schools are not provided complimentary admission.
It was felt passes to any sport governing body would be inappropriate
so the request was denied.
5.1.8
Donation from Alvin Warkentin Estate
Alvin Warkentin was one of the original founders of the SHSAA.
A request was made by his son-in-law to name an SHSAA trophy
in honour of Alvin. As an SHSAA Merit Award winner, Mr. Warkentin
did have a track trophy for the district winner of the senior
girls category had been named in honour. The track trophies
for district winners of each age class were retired a number
of years ago.

by Segall/Linnell to name an SHSAA Provincial trophy in honour
of Alvin Warkentin. CARRIED
5.2 Correspondence
from January Executive Meeting
Correspondence from the January Executive Meeting was copied
to the executive on an ongoing basis.
6. New
Business
6.1 Hiring
Executive Assistant
The SHSAA Executive Assistant will be going on maternity leave
around the beginning of July. The office staff would like
to begin the hiring process for a replacement and have sought
direction from the executive council.

by Tillier/Renneberg that the SHSAA hire an executive assistant
as of June 1, 2005. CARRIED
