SHSAA Executive Meeting


December 29 & 30, 2001 Saskatoon Inn Saskatoon

1 Meeting Called To Order
President Bob Coffin called the meeting to order at 7:15 pm. In attendance were Mary Linnell, Wade Weseen, Lisa Schwann, Kelly Bowers, Lorne Ulven, Greg Johnson, Kevin Vollet, Bill Crosman, Ralph Eliasson, Dan MacDougall, Larry Lafrentz, Bryan Matheson, Kim Platt.
2 Adoption of the September 9 & 10, 2001 Minutes
MOTION by Eliasson/Ulven to adopt minutes from the September 9 & 10, 2001 executive meeting. CARRIED
3 Adoption of Financial Reports
The financial statements for the months of September and October were circulated and reviewed.
MOTION by Johnson/Schwann to adopt the September and October financial statements. CARRIED
4 Office Report
4.0 Sportsmanship Awards
The Sportsmanship Awards for the fall activities were awarded to the following schools.
Boys' Soccer - Lake Lenore
1A Girls' Volleyball - Rouleau
2A Girls' Volleyball - Bengough
3A Girls' Volleyball - Lumsden
4A Girls' Volleyball - Weyburn
4.1 Board of Review Report
An appeal regarding the eligibility of a Holy Cross High School student was received. The Board of Review, after careful consideration of the issues, ruled in favour of the appeal on behalf of Leslie Grinius.
4.2 Provincial Trophy Designation
The SHSAA has undertaken the job of updating the Provincial trophies. Over the next couple of years all the trophies will be brought into the office and refurbished. Last year there was the addition of the 1AA Basketball trophies. This year two trophies were added and awarded at the Provincial Golf and four trophies for the newly instituted school team Cross-Country championships. The updating of the trophies will also include renaming a number of the trophies. Past practice was to name the championship trophies after Merit Award recipients and this tradition will continue.
4.3 Grade 8's in 1A Schools
The use of Grade 8's was implemented so that 1A Schools would be able to form teams. Those 1A schools that require the use Grade 8?s to field a team must forward an application to the SHSAA office. The office staff will apply the criteria to determine whether the application will be approved. The first criterion is to determine how many students from grades 9-12 are available to participate on the team.
4.4 Credit Union Sponsorship
The Credit Union sponsorship of the awards program has been revised. The sponsorship of the awards program will no longer come from Credit Union Central (all Credit Unions) but from individual Credit Unions. Credit Unions now have the option of contributing. The SHSAA contact person for this sponsorship program is Allan Kiefer from St. Gregor.
4.5 Fall Sports Financial Summary
The Fall Sports Financial Summary was circulated and reviewed. A finalized report will be circulated when all accounts are completed.
4.6 CAPHERD Conference
The Canadian Association for Health, Physical Education, Recreation and Dance is holding "A Peak Experience" Conference from May 9 - 11, 2002. The conference will be held in Banff, Alberta.
5 Information
5.1 Fall Sport Reports

The Host schools did an excellent job in hosting the Fall Provincial Championships. The Executive and Office Staff prepared reports for the Fall Championships that each attended. These Fall Sport Reports were circulated and reviewed. Some comments and discussions from the reports were:

  • There was a Grade 8 student at the Provincial Sand Golf Championship. The coach and student were informed that Grade 8's are not eligible to participate. Note motion.
  • Students are attending the Provincial Cross Country Championships without a teacher supervisor or coach. These students arrive at the championship and do not know where to go, who to contact and what district they representing. Concerns to be forwarded to Districts.
  • It was suggested the scratch rule for Track & Field be incorporated into Cross Country.
  • The expanded format for the Provincial Soccer Championships was a success. The recommendation is that each tournament could be held separately or in conjunction with another category.
  • The RHSAA had a professional photographer at the 4A Boys Volleyball Championship. The photographer took pictures of each team and provided a memento to each of them. He was also taking action shots during the games. This was raised as a concern by some of the coaches. The SHSAA is looking to create a policy regarding Flash photography (and professional photographers being able to take pictures) at Provincial Championships.
  • Recommendations form the Volleyball championships included the need for more training and experience for minor officials. Have the minor officials dress appropriately so they look the part. The fact that many coaches and bench players stand during the game creates problems for the minor officials when performing their tasks.
  • Recommend an adjustment to the Provincial draw to start the first games at 10:30am and leave the opening ceremonies from 9:00am to 10:00am. Allows time for travel and organization.
  • The medals and plaques for Provincial 9-Man Football were displayed at the Credit Union in Lumsden a couple days prior to the championship. This was well received by the sponsor and the community.
MOTION by Weseen/Crossman to place Kawacatoose School on a one-year probation for allowing a Grade 8 student (ineligible player) to participate in the Provincial Sand Golf Championship. CARRIED
MOTION by Crossman/Schwann that SHSAA adopt scratch procedures for Cross-Country as currently listed for Track & Field. CARRIED
MOTION by Weseen/Eliasson that the office staff create a policy paper regarding flash photography and present it at the next executive meeting. CARRIED
5.2 Executive Reports
CSSF

The Canadian School Sports Federation meetings were held October 11 ? 13, 2001 in Nova Scotia. The SHSAA was represented by Bryan Matheson (Executive Director), Bob Coffin (President), Bill Crossman (Official's Rep.), Kevin Vollet (Section I Rep.) and Dan McDougall (Section II Rep.). Kevin Vollet prepared a Power Point presentation and each of the representatives reported on the meeting. Some of the topics discussed were:

  • Canadian Sport Policy - The CSSF would like to get educators included in the Policy discussions and discuss the role of education within this initiative.
  • RCMP drug abuse program
  • Ontario coaching program for school sport
CAPHERD - Nick Forsberg, University of Regina, is the incoming President. The CSSF Executive will be meeting with CAPHERD Executive at the January CSSF meetings to discuss the Canadian Sport Policy.
SPEA - Bryan Matheson (Executive Director) attended their meeting on October 28, 2001. The Canadian Sport Policy was discussed. The SHSAA will keep in contact with Barry Graham, Executive Director of SPEA, to make sure both Associations are on the same track. The Associations are looking for a link between the federal government in sport and the provincial government in schools, education.
Committees
Demographics - The committee recommended to the Executive Council that the classifications for volleyball and basketball be increased to five classes. The recommended change would be made to address the large number of schools with low student populations. The recommendation being prompted by the continuing trend indicated by declining enrolments. The Executive Council will re-examine the recommendation as it formulates resolutions for the annual meeting. The topic will be further discussed at the Presidents meeting.
Transfer Policy - The office staff and the executive have not received many comments about the transfer policy discussion paper that was circulated at the Annual General Meeting.
Basketball - The committee is investigating the rules used in other Canadian jurisdictions. Bryan Nicurity, Basketball Saskatchewan, is on a committee with CABO, Alberta, and Manitoba and this committee is looking at setting one set of rules that will be used across the country. The National Federation has one set of high school basketball rules that are used throughout the States and in two provinces. More information will be provided after the committee finds out the direction of CSSF and CABO.
Seasons of Play - Some schools have come forward regarding the guidelines for seasons of play and suggested they should be mandatory. The committee will explore the options of the SHSAA.
5.3 Non-Faculty Coach List
A list of the 2001-2002 Approved Non-Faculty Coaches was circulated.
6 Decisions/Directions
6.1 Band School Student Declaration Concerns

A letter was received from Eagleview Composite High School in Onion Lake regarding their Enrolment Numbers. The SHSAA asks for Enrolment numbers as of September 30. This is the date that schools have to submit their enrolment numbers to Sask. Ed. Eagleview Composite is a band-controlled school and they do not submit their enrolment numbers to Sask. Ed. They submit a Nominal Role at the end of September to Indian Affairs that is reviewed and recalculated after an October deletion meeting. The school receives funding for all the students listed on the revised Nominal Role. The school has asked if there would be consideration for schools to resubmit enrolment numbers during the year since there seems to be a large discrepancy between the numbers on September 30 and after their October deletion meeting. The SHSAA discussed this concern and noted other schools have raised the same problem.

The Executive Council discussed other alternative dates and methods for declaring classification. Following their discussion they concluded that even though the September 30th deadline may not be an accurate count of the numbers of students that attend throughout the school year, it was a system designed by the educational administration of the province and country to attempt to fairly assess the numbers of students in school.

The idea of another date or a date for each activity created problems with verification and for the planning of activities. The Executive Council concluded that it would not recommend a change in policy.

6.2 Reclassification Request - 1A to 1AA Basketball
Harvest City Christian Academy submitted a request for reclassification from 1A to 1AA. The 1A classification is split into two classifications if there are more than 56 schools that commit to the provincial playoffs by the eligibility deadline date. If there are more than 56 teams this classification is split in half and the top half of the teams are moved into the 1AA classification. If a school were to be reclassified from 1A to 1AA this would move a 1AA school down to the 1A classification, therefore affecting another school. Schools that reclassify from one classification to another (ex. 1A to 2A, 2A to 3A, 3A to 4A) do not bump other schools into another classification; the school is merely added to the appropriate classification.
MOTION by Eliasson/Crossman to deny all requests for reclassification from 1A to 1AA as the reclassification would result in another school being moved from the 1AA designation to 1A. 1A schools may request to reclassify to 2A, 3A or 4A. CARRIED
6.3 Bids to Host
Bids to host were received for the 2002/2003 Provincial Grass and Sand Golf Championships and for the 2002/2003 Provincial Girls? Curling Championship. The SHSAA is looking for a host or hosts for the Provincial 2A Boys? Soccer & the Provincial Girls? Soccer Championships for the 2002/2003 school year. The office staff will be seeking a host or hosts.
MOTION by Eliasson/McDougall to accept the bid for Provincial Grass Golf Championship from Kamsack for the 2002/2003 school year. CARRIED
MOTION by Crossman/Vollet to accept the bid for Provincial Sand Golf Championship from Wilkie McLurg High School for the 2002/2003 school year. CARRIED
MOTION by Eliasson/Schwann to accept the bid for Provincial Girls' Curling Championship from Eston for the 2002/2003 school year. CARRIED
6.4 Eligibility Exception - Rocanville
A request for exception to the eligibility bylaws was received from Rocanville School on behalf of a grade 12 student. This student moved to the community to live with relatives after having trouble with her home life. She was unable to complete her Grade 12 last year and would like to participate on the school curling team.
MOTION by Crossman/Weseen to allow an exception to the eligibility bylaws for the Rocanville student based on the case presented. DEFEATED
6.5 Code of Ethics
The SHSAA has had some requests from schools to create a Code of Ethics poster for Spectators. The SHSAA office staff will investigate the cost to print Code of Ethics Posters for Students, Coaches, Officials & Spectators.
MOTION by Weseen/Bowers to investigate the cost for new Code of Ethics posters. CARRIED
7 Discussion
7.1 Junior High Basketball Provincial Tournament
Weyburn Junior High sent a letter to the SHSAA and the SHSAA District President?s asking for support of the planning of a Junior High Provincial Basketball Tournament. The Executive discussed the management of Junior High Programs and whether the Association should get involved in Grade 7, 8 & 9 programs. This topic will be discussed at the District President?s meeting and will be brought forward as a discussion topic at the 2002 Annual General Meeting.
MOTION by Ulven/Vollet to send a letter to Weyburn Junior High informing the school that the SHSAA will not be endorsing this tournament at this time. CARRIED
7.2 NBA Sportsmanship Banner Program
NBA Canada has announced the NBA Sportsmanship Team Banner Program. The NBA would like the program to be provided to all 10 provinces. The SHSAA will not be involved in this program because of the SHSAA Sportsmanship Banner Program already in existence. The NBA is discontinuing their Sportsmanship poster and certificate program. The SHSAA will write to NBA Canada expressing their disappointment in this action.
7.3 NF Leadership Program
The National Federation will be holding the Leadership Conference again this year. SHSAA has chosen not to be involved in this program this year.
7.4 Nike Basketball Camp
The Nike Basketball Camp takes place in the fall during the fall sports seasons. NCAA and CIS coaches use this camp as an identification camp. The National Federation does not sanction this camp. There are only two states that do sanction the camp. This topic was discussed at the Canadian School Sports Federation meeting in October. The SHSAA Executive did not feel they should be involved in this program as it is not within our mandate. This decision will be taken to the January CSSF meeting.
7.5 Volleyball Championship Format

The SHSAA has received a couple proposals for changes to the Provincial Volleyball format. One proposal suggested that four regional tournaments be added to the format. Two teams from each district would advance to the regional tournaments allowing two teams from the same area the opportunity to participate in provincials. The second proposal suggests that North and South tournaments be added to the format. This proposal also allows for two teams from each district to attend one of the qualifying tournaments. The executive discussed both proposals. Some of the points from the discussion were:

  • the cost would increase for the association, the schools and the districts - more teams at the district championship, more competitions for the association
  • district championship is important, keeps the rivalry among close communities
  • a lot of times the second place team in a district is not very competitive and may not want the extra expense or opportunity of travelling to a regional or other qualifying tournament
  • one proposal suggests that Regina and Saskatoon send 3 representatives each to the qualifying tournament - they already send 2 teams and may not want to send any more teams (and possibly fewer teams)
  • the season would be shortened by adding more qualifying tournaments

A committee was struck to review the current volleyball format, the two proposals received and any other proposals that come forward.

9 New Business

The SHSAA has been approached to promote a basketball-teaching program to our schools. SHSAA is recommending that they approach SPEA and BSI. The SHSAA will not get involved at this time.

Basketball Saskatchewan held an Officials meeting in Regina and Saskatoon. The District Referee-in-chiefs were invited to attend. The turn out by Referee-in-chiefs' and basketball officials in general was poor.
