SHSAA Executive Meeting

Executive Meeting
December 4 & 5, 2003

Call to Order
President Mary Linnell called the meeting to order at 7:30pm. In attendance were Ralph Eliasson, Wade Weseen, Vicki Moore, Dan McDougall, Larry Segall, Marvin Renneberg, Jack Nepjuk, Angela Tillier, Larry Lafrentz, Kevin Vollet and Kim Platt. Absent with regrets were Connie Bailey and Craig Oman.

1. Adoption of Agenda and September 7th & 8th Minutes

MOTION by Eliasson/Moore to adopt the minutes from the September 7th & 8th, 2003 Executive meeting. CARRIED

1.1 Review of Action List
A review of the action list for office staff and executive from the previous meeting updated everyone on completed and pending tasks. Pending tasks for the office staff and the executive will be added to the December meeting action list.

Regional Wrestling Championship
The office will check with Esterhazy and the Wrestling coaches with regards to changing the regional wrestling championship to one week prior to the provincial championships.

Sand Golf Tracking Report - A report was compiled tracking the number of students, the number of teams, the number of schools and what districts these athletes are from for the sport of sand golf. This directive came from the motion that was defeated at last years AGM.

Official's Clinics Survey - A survey was sent to each district to track which districts are using their MAP Grant money towards official's development (a minimum of $500.00 must be used towards officials development).

A resolution regarding NO JEWELRY was brought forward. Office staff will rework (more specific, look at sport specific).

2. Reports

2.1 Financial Report
The October financial statement was circulated and reviewed.

MOTION by Weseen/Tillier to adopt the October financial statement. CARRIED

2.1.1 Fall Activities Report

A report on the revenues and expenses for the fall activities was presented.

2.2 Coaches Symposium Review
The SHSAA Coaches Symposium has been held in Saskatoon for the past 5 years. A report of the feasibility of moving the symposium to Regina or alternating the symposium between the two centres was circulated. It was pointed out that other organizations have hosted conferences in both centres and Saskatoon seems to have larger turnouts.

2.3 CSSF Annual Meeting
Verve/Fuel Magazine Promotion - investigate further?

Sherbrooke, Quebec will be hosting International School Sport Federation's gymnasiade festival in 2006. The festival includes gymnastics, rhythmic gymnastics, swimming and track& field.

SHSAA is scheduled to host the CSSF Annual Meeting in October 2005. Quebec was not in attendance at this meeting and it has not been confirmed that they will host in 2004. The CSSF has asked SHSAA if it would be possible to move up in the rotation if Quebec is unable to host. The office has made preliminary bookings for both years.

CSSF is continuing discussions with the Federal Government regarding the role of high school sport in the Canadian sport development plan.

2.4 Office Information
Fall is a busy time in the SHSAA office. Kevin and Larry are adapting to their new roles with the capable assistance of Kim Platt. The provincial championships went well with very few problems. The transfer policy has been implemented and there has been great cooperation from principals and athletic directors. To date the policy ahs not been challenged in Saskatchewan, however, similar policies in BC and Alberta have been tested in court and have been upheld by the court decisions. A list of the student transfers to date was circulated. There have been over 500 student transfers (family move, advancement from a K to 9 school to a high school, transfer form). School Sport Week was deemed a moderate success and committees are planning for next year with more resources for schools. SABO has forwarded a proposal regarding the assigning of Hoopla officials. Planning of the winter championships is well underway. There are three co-educational teams so far this year. Schools are asked to submit the list of girls participating signed by the director to the SHSAA office.

2.5 Executive Reports from Fall Championships and Meetings

Golf
The Provincial Grass Golf Championship was hosted in Prince Albert at the Prince Albert Cooke Municipal Golf Club. The golf course aerated the greens the day before the championship. Tim Bratten, the commissioner was unaware of the golf courses plans to aerate until the day before the tournament when he stopped by the course for final preparations. In spite of the aeration of the greens Carlton hosted a quality event for the players and coaches. The City of Prince Albert has provided the golf course at no cost due to the condition of the course for the event.

The Sand Golf Championship was hosted by Raymore School at the Punnichy Golf Course. Gene Unruh, commissioner, hosted a great championship assisted by many students and staff from Raymore.

Cross Country
The Provincial Cross Country Championship was hosted in Sturgis and Brad Cameron was the commissioner. This was a great event. It was well organized and there was tremendous support from the school and community. The Sturgis committee followed the example set by Harris for the organization and delivery of this event. The Executive Council is going to consider shortening the awards presentation.

Soccer
The 2A Provincial Soccer Championships were hosted in Muenster and Lake Lenore. The commissioner Marvin Renneberg from Muenster was assisted by Lake Lenore to provide the additional two fields necessary top host both boys and girls. These same two schools cooperated last year with Lake Lenore taking the lead role. Other schools within the 2A classification need to come forward to host this championship either together or separately. It was noted that since the championship was increased from 4 to 8 teams that there is quite a range in the calibre teams.

Rosalie Flynn was the commissioner for the 4A Boys Soccer Championship hosted in Swift Current. Swift Current did another great job hosting a provincial championship. There was a request at the coaches meeting to seed the soccer championships.

The 4A Girls Provincial Soccer Championship was hosted in Weyburn and the commissioner was Gary Frederickson. The weather was awful and the field was not in very good shape. Concern was expressed by the teams with regard to accommodation at the Weyburn Inn, lack of information sent to coaches, and the accessibility of the host committee.

Football
The Provincial Football Championships all went well. An officials report was received in the office with regards to the behaviour of the visiting team at the Provincial 3A-12 Football Championship. A letter from the office was sent to the visiting school regarding this report. The principal responded positively to the letter and has addressed the concerns with players and coaches.

Volleyball
There were 10 Provincial Volleyball championships this year. Great comments were received from the coaches about the hosting at all the championships. Concern was raised at a few of the championships about the number of teams in each classification; concern over a lack of competition in each of the classifications to reach the provincial championship and a change in the calibre of the event with the addition of another classification. At the 3A Girls Championship the host, Gull Lake, posted notes about each game with the results on the SHSAA web site. This was well accepted and was very positive because it involved more students in hosting and provided interesting information to those following the event from home. Coaches at the 4A Girls championship expressed concern that the first and second contact was called differently than they had experienced throughout the season. Concern was raised about coaches walking up and down the sidelines in very close proximity to the play and in some instances interfered with the play and the officiating of the contest. Another concern was that student athletes on the floor or on the bench deliberately trying to disrupt the jump serve by yelling spin from the time the server attempted to jump in the air and until contact was made in a loud, high pitched yell. Officials were instructed to warn teams and then penalize them if this unsportsmanlike action occurred during serve. The majority of minor officials (student volunteers) were well trained and very capable of the task of calling lines and scoring. The Association will continue to stress that minor officials, particularly lines people need to be well trained and have experience. To do otherwise sets up students for failure and leaves memories of a poorly organized event.

3. Decisions

3.1 Eligibility Requests

3.1.1 LeBoldus High School - Use of an Ineligible Player
The LeBoldus High School boys' soccer team used a player from another school in an interschool competition. The office informed the school that the game would have to be forfeited and that the Executive Council would review the incident at this meeting.

MOTION by Eliasson/Renneberg to place LeBoldus High School on probation for 1 year for using an ineligible player. CARRIED

3.1.2 Turtleford School
Turtleford School has requested an exception to the eligibility bylaws on behalf of a student who travelled to Croatia to live with her grandparents. The student entered grade 10 in the fall of 2000 and participated in basketball for a portion of the 2000/2001 season. In January the student travelled to Croatia and did not attend high school during her stay. The student returned to Turtleford and participated in school sport during the 2001/2002 and 2002/2003 school years.

MOTION by Segall/McDougall to grant eligibility for the student from Turtleford School to participate in interschool sport for the 2003-2004 school year. DEFEATED

3.1.3 Luseland School
Luseland School is requesting an exception to the eligibility bylaws on behalf of a student who repeated grade 11 and is in his fourth year of high school since entering grade ten. The school is requesting the exception due to having only 6 players on the boys' basketball team.

MOTION by Eliasson/Nepjuk to grant eligibility for the student from Luseland School to participate in interschool sport for the 2003-2004 school year. DEFEATED

3.1.4 Makwa Sahgaiehcan School
Makwa Sahgaiehcan School requested the interpretation of the eligibility bylaws on behalf of two transfer students. The first student transferred from Meadow Lake Carpenter High School where the student was participating on the volleyball team. The second student transferred from Bedford Road Collegiate where the student was participating on the volleyball team. The school was informed that the students would be eligible to participate in all remaining interschool activities this year, except volleyball as stated in the SHSAA handbook bylaws. The school was informed of the appeal process but no further action was taken.

3.2 Tournament Sanction Requests

3.2.1 Coal Bowl Classic - Nova Scotia
A tournament sanction request has been received for Coal Bowl Classic in Nova Scotia. Tournament sanctions received from a province two or more borders away are brought to the executive council for approval. Questions were raised regarding the scholarships for athletes who attended the event. It was explained by NSSAF that the scholarships were given based on test results from a quiz taken by each participant. The quiz was with regard to the coal industry and the history of mining in the area.

MOTION by Weseen/Segall to sanction the Coal Bowl Classic in Nova Scotia being held February 2 - 7, 2004. CARRIED

3.3 Late Fee Appeal

3.3.1 Arborfield School
A late fee appeal from Arborfield School was reviewed at the September meeting and the executive council denied the request to waive the late fees. A letter received from the Director of Education regarding this issue was circulated. The director was supportive of the school paying the outstanding fees.

3.3.2 LeBoldus High School
A late fee appeal was received from LeBoldus High School. The golf coach attempted to submit the golf eligibility form on the website on September 10, the deadline date, but experienced a computer problem. The office was contacted September 15 regarding the computer problem and the SHSAA staff assisted the coach in completing the eligibility form online at this time.

MOTION by Eliasson/Segall to waive the late fee for the LeBoldus High School golf eligibility form. DEFEATED

3.3.3 Gronlid High School
A late fee appeal was received from Gronlid High School. The boys' volleyball coach attempted to submit the eligibility form on the website but due to internet problems was unable to complete the task. The SHSAA office was contacted October 9, the day after the deadline date, regarding the late submission. The office staff assisted the coach in completing the eligibility form on October 9.

MOTION by Tillier/Renneberg to waive the late fee for the Gronlid High School boys' volleyball eligibility form. DEFEATED

3.4 Host Locations for Provincial Championships
The following table indicates the provincial championships open for bid and the schools that bid to host. The provincial championships were awarded to the schools in bold.

3.5 SABO

3.5.1 Harassment Reporting
A letter sent from SABO to the SHSAA district referee-in-chiefs regarding the reporting of harassment and abuse. SABO would like to be informed of these incidents.

3.5.2 Fall Clinics
A letter was sent to district referee-in-chiefs offering the services of SABO for fall clinics.

3.5.3 Proposal to Assign Hoopla Officials
The Saskatchewan Association of Basketball Officials has forwarded a proposal to the SHSAA in regards to the assigning of Hoopla Officials. SABO would like to select, notify and assign the Hoopla Officials beginning with the 2004 event. Currently the SHSAA does this process with input from SABO. In addition, SABO would like officials who are doing games starting at 6:00pm or later on the Saturday night of Hoopla to be given the option to stay over the night with the hotel being paid for by the SHSAA.

The SHSAA office will write a letter to SABO indicating the process the SHSAA has used to nominate, select and assign officials for Hoopla; that the SHSAA would like to continue this process in cooperation with SABO and work cooperatively to improve the process; that the request to cover hotel accommodations has been taken care of in the past and will continue in the future.

SABO also requested to use the three-person system for officials at Hoopla to prepare their officials for the Canada Games in 2005. The SHSAA will respond asking questions regarding payment of officials and expectations beyond 2005. The Executive council was concerned about the reaction of coaches and players who may experience three-person officiating for the first time at Hoopla.


3.6 Reclassification Request

3.6.1 Dalmeny School
Dalmeny School requested to be reclassified due to a transfer that took place October 2, 2003. The student transfer occurred due to direction by legal authority. The SHSAA validates each school's enrolment submission based on the enrolment numbers given to Sask Learning as of September 30th statistical report.

MOTION by Eliasson/Tillier to allow Dalmeny High School to drop a classification due to the change of enrolment numbers on October 2 following a student transfer as directed by a legal authority. DEFEATED

3.7 SHSAA Expense Policy
The SHSAA currently follows the SSTA expense rates for executive and staff travel. As of November 2003 these rates increased.

MOTION by Weseen/McDougall to approve the increase in expense rates as set by the SSTA. CARRIED

3.8 Six-Man Football
A letter was received from Troy Wist of Central Butte regarding the football classification resolution that was passed at the June 2003 AGM. The resolution was in regards to capping the 1A classification at 43. Mr. Wist disagrees with the interpretation of the resolution taken by the SHSAA office that set the upper limit for 1A six-man football at 43.

The Executive Council agreed that there is confusion regarding the motion and that the office interpretation did not effect the way the playoffs were conducted in 2003. In order to make certain that the intent and implication of the motion is understood and not subject to interpretation the Executive Council has requested Mr. Wist to submit a resolution to the 2004 AGM that clears up the confusion and intent.

4. Discussion

4.1 Football Motions from Delisle
Jud Heilman, Delisle football coach, submitted two football resolutions for consideration by the SHSAA Executive Council. The Executive Council felt that it would be more appropriate for Mr. Heilman to seek the support of the West Central District or the Saskatoon West school division to have the resolutions included for debate at the 2004 AGM.

4.2 Executive Council Initiatives for Current Year

4.2.1 District Restructuring
The office staff gathered information about the number of schools and number of students in each school division. This information was used to create a few proposals on restructuring. The executive council identified criteria that needed to be considered when preparing new proposals for the January meeting. Following is the criteria: population equity, school amalgamations completed and anticipated, large centre(s) in each district, geographical impediments, transportation routes, what number of districts best lends itself to playoff models, representation in all activities and classifications, inclusion of many types of schools that exist besides public and separate schools, elimination of walks to provincial championships, implication on each activity. Consideration needs to be given to a base model for district structure and operation and a plan on how to dissolve current districts and initiates new entities. These criteria will be used to create proposals that will be brought forward at the January meeting.

4.2.2 Volleyball Playoffs
The volleyball committee circulated proposals for restructuring the volleyball playoffs. The Executive Council has chosen to stay will the current structure due to the discussions and plans for district restructuring. District restructuring will affect the format.

4.2.3 Coaches Symposium
The 2004 SHSAA Coaches Symposium will be held August 16, & 17, 2004. The SHSAA will highlight volleyball and letters will be sent to all volleyball coaches inviting them to attend this year's symposium. Football sessions are going to be added and letters will also be sent inviting all football coaches. The committee will continue to offer coaching levels and is looking at offering Level II soccer this year.

4.2.4 Officials Development
Official's development is an initiative for the year that comes for the Long Range Plan. The Executive Council is looking for leadership from the official commissioners meeting being held December 6, 2003.

4.2.5 Basketball Rules
The Basketball Rules Committee will meet this weekend.

4.3 School Sport Week
School Sport Week was held October 18 - 25, 2003. The SHSAA office mailed information and posters to schools in September. Schools were asked to post information on the SHSAA website about the activities each school was involved with during the week. A few schools responded. The SHSAA will promote school sport week again next year. The School Sport Week committee has received some ideas from schools and other provinces for next year.

4.4 First Nations Teams
A letter was received from a Youth Worker on Standing Buffalo First Nation regarding K-9 First Nation Schools fielding high school teams with students from their own reservation. The students in Grades 10-12 attend school in the surrounding community. Standing Buffalo First Nation would like to field a team this basketball season. The office has had communication with Standing Buffalo First Nation with regards to the SHSAA bylaws and brought the letter forward for discussion by the executive council.

4.5 School Teams Playing Out of Season
A letter to Basketball Saskatchewan regarding school teams playing club basketball was copied to the SHSAA and RHSAA. There was a team at a club tournament that consisted of some grade 10 students and grade 9 bound students coached by the school team coach.

4.6 Invitational Wrestling Tournaments
There are traditionally two invitational wrestling tournaments held in the province: Regina Balfour Collegiate and Saskatoon Bedford Road Collegiate. The Regina Balfour tournament has felt the need to restrict the number of participants and has reduced the number of invited schools. This has created a concern for schools involved in wrestling, particularly rural schools, as these tournaments are the only opportunities for their students to compete outside of SHSAA playoffs and SAWA non-school events. Regina and Saskatoon have leagues consisting of dual meets within the city. The SHSAA office will write to Balfour to encourage alternative ways to address concerns with hosting the event.

4.7 Hosting Policy Guidelines
Saskatoon has come forward to host provincial track & field this year after it was discovered that Regina's track would not be available and that Moose Jaw did not have accommodation available for those dates. The cost of the facility is an issue. A recommendation was made to provide $1,000.00 hosting grant for Track & Field facility costs this year up from the usual grant of $500.00.

MOTION by Segall/Eliasson to provide up to $1,000.00 hosting grant to SSSAD for facilities to host the 2004 Track & Field Championship. CARRIED

4.8 Official Results - Tisdale
A fax was received from Tisdale Middle & Secondary School requesting an addition to the 1975 Track & Field results in the SHSAA History Book. The 1975 Tisdale Unit Composite School yearbook indicates a record that is missing from the History Book. There is a 1974-75 yearbook in the office that confirms this request and an adjustment will be made to the History Book.

4.9 Use of Grade 8's by 2A Schools
A request for the use of a grade eight student was received from Norquay School. Norquay is a 2A school and the current SHSAA policy for use of grade eight students states that the policy is intended for 1A schools. Applications received from 1A schools are subject to the approval of the executive director. Any applications received from schools in the 2A classification or higher need to be approved by the executive council. When this policy was passed the 1A category for basketball was 1-49 students from grades 10-12. The addition of a fifth classification changed the 1A classification to 1-30 students. The smaller schools have now been spread between the 1A and 2A classifications. The office suggested that the Executive Council grant the authority to approve the requests for use of grade eight students for 2A schools.

MOTION by Eliasson/Segall to approve the use of a grade 8 student for girls' basketball at Norquay School. CARRIED

MOTION by Eliasson/Segall that in the light of the change in classifications that the office deals with any grade eight requests received from 1A and 2A schools. CARRIED

Use of a Home Schooled Student
A request was received from Muenster School to approve the use of a home school student from the Lanigan School Division to participate at Muenster School on the boys curling team. Muenster School is in the Humboldt Rural School Division. The SHSAA bylaw states that the member (school board) will determine whether the student may represent a high school operated by the member.

MOTION by Tillier/Moore to approve the use of a home schooled student from the Lanigan School Division to participate at Muenster School on the boys curling team. DEFEATED

4.10 5A Basketball
The Saskatoon Senior Basketball Coaches held a meeting on October 28, 2003 and a copy of the minutes were forwarded to the SHSAA office. A motion was made to form a basketball committee consisting of SSSAD and RHSAA basketball coaches to investigate some issues around the Hoopla format and how it affects the two major cities. This motion has not been approved by the SSSAD. SSSAD has indicated that if a committee is struck that it will consist of coaches and administrators.

4.11 NFHS Module for Educators - Angela
The NFHS Module for Educators has been tabled until the January meeting.

4.12 SHSAA Activities - Addition and Deletion
The addition and deletion of SHSAA activities will be added to the January agenda.

5. Information

5.1 Non-Faculty Coach Approval
A list of non-faculty coaches in place for the current school year was circulated to the executive council.

5.2 Executive Meeting Dates & Assignments
A list of the Executive Meeting Dates and Assignments was circulated.

5.3 Special Reports

5.3.1 Football Clavet vs Outlook
A report was received from Clavet School regarding an incident that took place in a football game between Outlook and Clavet that resulted in an injury to a Clavet Player. An investigation took place and there was not further action taken against the student athlete involved, the host school or the referees.

5.3.2 Soccer Moose Jaw Vanier
A Referee's report was received regarding the ejection of the Moose Jaw Vanier Girls' Soccer coach. A one game suspension was imposed on the coach and Vanier Collegiate enforced the suspension. The office reviewed all of the reports received and recommended that no further action was necessary.

5.3.3 Volleyball Holy Cross
An Official's report was received from Saskatoon regarding unsportsmanlike conduct by a fan at a volleyball game between Bedford Road Collegiate and Holy Cross High School. The official was struck by an empty water bottle after the match ended. The Saskatoon Secondary School Athletic Directorate is investigating.

5.4 Northern Recreation Coordinating Committee
A letter was received from the Northern Recreation Coordinating Committee in regards to SHSAA District restructuring and the possibility of a northern district. The NCRR is not in favour of a northern zone and feel that it is the role of the northern education system to provide any feedback to the SHSAA on this issue.

5.5 Executive Travel

5.5.1 NFHS in Indianapolis, December 12-16
The National Federation of High School Associations - Athletic Directors Conference is being held in Indianapolis December 12 - 16. Information and travel plans were given to those executive members attending the conference.

5.6 Letters - Previous Eligibility Requests
The Executive Council was given copies of the letters sent to schools regarding previous eligibility requests.

5.7 Grass Golf - Course Conditions
The Provincial Grass Golf Championship was hosted in Prince Albert at the Prince Albert Cooke Municipal Golf Club. The golf course aerated the greens the day before the championship. Bill Simpson, Principal, and Tim Braaten, Provincial Commissioner, wrote a letter to the Prince Albert Parks and Recreation Department regarding facility expectations and quality. The city responded and has waived the course fees due to the condition of the course.

5.8 Athens 2004 Olympic Youth Camp
An Olympic Youth Camp will be hosted August 11-26, 2004 in Athens, Greece. The camp will offer an intercultural experience to nearly 400 youth from around the world. The Athens 2004 Organizing Committee has allocated two places to each National Olympic Committee. Each province/territory will nominate a male and female candidate to the Canadian School Sport Federation. The CSSF will review the 26 nominations and will select the male and female delegates that will represent Canada at the 2004 Athens Olympic Youth Camp. The application and information is posted on the SHSAA website.

5.9 2010 Legacies Now Brochure
A 2010 Legacies Now Brochure was circulated.

5.10 Sask Sport Liaison
A letter was received from Dale Beck, Sask Sport Board Member, regarding his appointment as the SHSAA liaison.

5.11 PSGB Liaison
At the September Executive Meeting it was determined which Executive members would be assigned as the Provincial Sport Governing Body liaisons. Letters were sent to each PSGB indicating the SHSAA liaison.

5.12 Thank You Letter to Directors of Education
A thank you letter was sent to each Executive member's Director of Education for allowing the individuals to volunteer on the SHSAA Executive Council. A copy of the letter was given to the executive member.

5.13 Non-Faculty Coaches
A list of the new and renewed non-faculty coach applications received this year was circulated.

6. Committee Meetings

6.1 Finance/Management - Thursday 9:30 to 10:00pm

6.2 Volleyball Playoff Structure - Thursday 9:30 to 10:00pm

6.3 Restructuring - Friday 7:30am (Breakfast)

6.4 Symposium - Friday 11:30 - 12:30 (Lunch)

6.5 Basketball Rules - Thursday or Friday

7. AOB

Human Kinetics Educational Materials
The SHSAA has entered into an agreement with Human Kinetics to provide educational materials for teachers and coaches through a new link on the website. Manuals ordered through the SHSAA website will be monitored and a portion of the sales will be returned to the SHSAA.
