SHSAA Executive Meeting

SHSAA EXECUTIVE MEETING
December 2 & 3, 2004
Saskatoon Inn

Call to Order
President Wade Weseen called the meeting to order at 7:30pm. In attendance were Ralph Eliasson, Lyle McKellar, Jim Lissinna, Vicki Moore, Dan McDougall, Larry Segall, Marvin Renneberg, Jack Nepjuk, Angela Tillier, Mary Linnell, Larry Lafrentz, Kevin Vollet and Kim Platt. Missing with regrets Barb Riley.


1. Adoption of Minutes

1.1 Adoption of September 19 & 20, 2004 Minutes

MOTION by Tillier/Segall to adopt the September 19 & 20, 2004 minutes. CARRIED

1.2 Adoption of October 12, 2004 Conference Call Minutes

MOTION by Eliasson/Moore to adopt the minutes from the October 12th Conference Call meeting. CARRIED

1.3 Adoption of November 7, 2004 Special Meeting Minutes

MOTION by Eliasson/Renneberg to adopt the minutes from the November 7th, 2004 Special meeting. CARRIED

1.4 Review of Action List
A review of the action list for office staff and executive from the previous meeting updated everyone on completed and pending tasks. Pending tasks for the office staff and the executive will be added to the January meeting action list.


2. Reports

2.1 Financial Report

2.1.1 October Financial Statement
The October Financial Report was circulated and reviewed.

MOTION by Nepjuk/McKellar to adopt the October financial statement. CARRIED

2.1.2 Monthly Statement
The October Monthly Statement was circulated and reviewed.

2.1.3 Fall Activities Report
The Fall Activities Financial Report was circulated and reviewed.


2.2 CSSF Annual Meeting
Cynthia Doyle from the National Federation was in attendance at the Canadian School Sport Federation meeting held in October. A presentation was made by Basketball Canada regarding their strategic plan and the inclusion of high school basketball in the plan. Basketball Canada indicated their desire to have one set of rules for all of Canada, that being FIBA rules. The 2005 CSSF annual meeting will be held in Saskatchewan.

2.3 Office Information
This fall has been very busy with the addition of 2 classifications in Soccer and 36 Regional Volleyball Tournaments. The office has dealt with a number of protests, player and coach ejections and team withdrawals. The transfer policy is allowing the office to work efficiently, however, we have our first test of the policy due to a school refusing to sign a transfer. A list of the meetings attended since the September Executive Meeting was listed.

2.4 Executive Reports

2.4.1 Grass Golf
The championship was held at Green Hills Golf & Country Club (Greenwater Provincial Park). The commissioner was Lawrence Schmidt, Porcupine Plain School. The championship was well organized. There was concern with the very long grass adjacent to the fairways. The golfers were asked to use the lateral hazard rule in these areas. The office would not recommend this in the future as it caused some confusion amongst the players.

2.4.2 Sand Golf
The championship was held at Canwood Golf Club. The commissioner was Simone Thompson, Canwood School. Simone and her committee were very well organized. It was noted from the coaches meeting discussion that there are not many sand golf courses across the province capable of hosting a fall championship, the few available are planning to convert to grass greens.

2.4.3 Cross Country
The championship was held at St. Peter's College in Muenster. The commissioner was Marvin Renneberg, Muenster School. The host committee did an outstanding job. There is still some concern over the amount of time it takes to tabulate results and present the awards.

MOTION by Renneberg/Linnell that the SHSAA charge an admission gate at Provincial Cross-Country. DEFEATED

MOTION by Nepjuk/Linnell to add to the hosting policy that the hosts of Provincial Cross-Country receive a $500.00 grant. CARRIED


2.4.4 Soccer
The host committees were well organized and did a great job. It was recommended that Sportsmanship banners be given for each soccer classification. There was concern regarding the officials tolerating foul language and verbal exchanges between players on the field. Suggested that a meeting with coaches and a meeting with officials take place prior to the event. Concern was expressed about jewellery being worn by players and a lack of knowledge by coaches and officials that it must be removed. Noted that it is worthwhile reminding officials that there is a zero tolerance expectation for high school events regarding foul language and trash talk. The SHSAA will be developing a statement regarding zero tolerance for foul language and will be developing a campaign to address the concern to students and schools across the province in all activities.

2.4.10 Football
The weather for all playoff football games was great particularly for the finals. The host schools were well prepared for all the championship games. Concerns from officials and coaches have prompted discussion regarding a rule change to address cut blocking (blocks at or below the knee outside of the line of scrimmage).

2.4.15 Volleyball
The commissioners and their host committees did an excellent job. Some events had difficultly with the 1-hour time slots not being enough for each match. There was some confusion with regards to regional volleyball hosts. The information for regional hosts in the SHSAA handbook was updated and the new information was included in the September newsletter and was also posted on the SHSAA website. A suggestion was made that there should be a 3rd place playoff at the regional championships.


3. Decisions

3.1 Soccer Incident - 3A Boys - O'Neill vs. Evan Hardy
At the 3A Boys Provincial Final an altercation took place following the game. A student from Evan Hardy punched a student from O'Neill while shaking hands and a brawl ensued.

MOTION by Linnell/Nepjuk that the two players involved in the soccer altercation be suspended from interschool competition for a period of one year. DEFEATED

MOTION by Eliasson/Renneberg that the Evan Hardy student, the instigator, be suspended from interschool competition for the remainder of the 2004-2005 school year. CARRIED

MOTION by Nepjuk/Lissinna that the O'Neill student be put on probation for the remainder of the 2004-2005 school year and that if he chooses to participate in another interschool activity that he be suspended for two contests. CARRIED

MOTION by Segall/McDougall that the boys soccer program at Saskatoon Evan Hardy and Regina O'Neill be placed on probation for a one-year period. CARRIED

3.2 Coach Ejections

3.2.1 Balgonie Volleyball
The Balgonie junior boys volleyball coach was ejected from a volleyball game. A one game suspension was imposed on the coach by the administration of the Qu'Appelle Valley school division.

MOTION by Segall/Lissinna that a one-game suspension is appropriate and that no further action be taken. CARRIED

3.2.2 Balgonie Football
A Balgonie football coach received a two-game suspension by the school administration due to coaching misconduct that led to an ejection from the game.

MOTION by Segall/Linnell that a two-game suspension is appropriate and that no further action be taken. CARRIED

3.3 Late Fee Appeal

3.3.1 Carlton Cross-Country
A late fee appeal was received from the coach of the Carlton cross-country team. Due to a death in the family the coach was unable to submit the eligibility form on time.

MOTION by Eliasson/Renneberg that the $50.00 late fee for Carlton cross-country be waived. CARRIED

3.3.2 Stobart Cross Country
A late fee appeal was received from the coach of the Stobart cross-country team. The Internet was down at the school for 3 days around the deadline date.

MOTION by Segall/Linnell that the $50.00 late fee for Stobart cross-country be waived. DEFEATED

3.3.3 Canwood Boys Soccer
A late fee appeal was received from the coach of the Canwood boy's soccer team. The coach had the Password but did not have the User ID to access the forms. There were also 3 coaches for the team and each one thought the other was going to enter the form.

MOTION Eliasson/Moore that the $50.00 late fee for Canwood boy's soccer be waived. DEFEATED

3.4 Use of Ineligible Players

3.4.1 Sheldon Girls Soccer
Minutes were produced from the conference call held on October 12, 2004. The penalty calling for the forfeiture of games was waived as the schools completed the intended joint sponsorship agreement.

3.4.2 Se Se Wa Hum Boys Soccer
Se Se Wa Hum used an ineligible player in a soccer playoff game. According to the SHSAA bylaws the school must forfeit all games involving the ineligible player. The school forfeited the playoff game vs. Debden and Debden advanced in the soccer playoffs.

MOTION by Linnell/Renneberg that the forfeiture of the game is an appropriate penalty and that no further action be taken. CARRIED

3.5 Protests

3.5.1 Balgonie Football
A protest was received from Balgonie with regards to a call made by an official at a playoff game against Moose Jaw Peacock. A videotape of the game was submitted with the protest. The SHSAA office reviewed reports from the officials and the videotape. It was determined that the official made a judgment call. The school was informed that the protest was denied and that the result of the contest will stand.

3.5.2 Hafford Football
A protest was received from Hafford regarding the results of a contest against Wakaw. Hafford protested the results on the grounds that an ineligible player participated in the game. The player was ineligible due to an ejection from the previous game. Signed reports from the principal and coaches of Wakaw School indicated that the student athlete served his one-game suspension by not participating in the game. The information provided by Hafford did not support the claim. The protest was denied and the result of the contest will stand.

3.5.3 North Battleford John Paul Soccer
A request was received from the coach of the John Paul II girl's soccer team to review the one-game suspension of a student. The host school and the official were consulted to determine the events that led to the ejection. It was determined that the yellow cards administered by the official were appropriate for the rough play and the use of unfit language. The student was not eligible to participate in the next contest.


3.6 Team Disqualifications - St. Mary Golf
A student athlete from St. Mary and the St. Mary Golf team were disqualified at the provincial golf championship. A team member altered their scorecard after the scorer signed it and before it was handed to the districts score table. St. Mary High School accepted the disqualification and has disqualified the student athlete from competitive golf for the upcoming 2005 high school golf season.

MOTION by Eliasson/Lissinna to accept the penalty imposed on the student by St. Mary High School. CARRIED

3.7 Sanction Violations - University of Regina - Boys Volleyball
The University of Regina held a high school boy's volleyball tournament September 10 & 11, 2004. The SHSAA office did not receive a request to sanction the tournament.

MOTION by Eliasson/Segall that a letter of concern be sent to the University of Regina and the teams involved in the tournament. CARRIED

3.8 Team Withdrawals

3.8.1 Moose Jaw Vanier - 5A Boys Volleyball - Regional Play
A letter was received from Vanier Collegiate withdrawing their boy's volleyball team from the regional playoffs due to disciplinary action taken by the school.

MOTION by Segall/Moore to support the schools decision and waive the $200.00 withdrawal penalty. CARRIED

MOTION by Linnell/Segall to remove item 3. (c) from the Provincial Competitions bylaw. CARRIED

3.8.2 Sturgis - 2A Girls Volleyball - Regional Play
A letter was received from Sturgis Composite High School withdrawing their girls' volleyball team from the regional tournament. The team only had three girls committed to be part of the regional tournament.

MOTION by Lissinna/Nepjuk to waive the $200.00 withdrawal penalty. DEFEATED

3.9 New Activities Policy
A policy for adding activities within the SHSAA program was circulated and reviewed.

MOTION by Tillier/Moore to accept the policy for adding new activities within the SHSAA program. CARRIED

3.10 Elite Tournament - College Mathieu
A proposal was received from Gravelbourg College Mathieu for a volleyball tournament to be held the weekend following the provincial championship. A 12-team tournament would include the provincial champions of the 1A, 2A, 3A and 4A classifications, two spots reserved for an elite team from each Alberta and Manitoba, and the remaining spots would be reserved for teams who finished second or third at provincials. The reason for holding this tournament is "the best of the best get to say that they are truly #1 for the year." The SHSAA has a policy that the school season concludes the weekend of the provincial championship. The SHSAA Bylaws indicate the Association is opposed to any event organized for the purpose of determining a championship beyond the provincial championships organized by the Association. The Executive Director was instructed to write a letter to the event planners indicating the Association's opposition to the event.

3.11 Host Locations for Provincial Championships

Sand Golf
No bids were received for 2005 Sand Golf.

MOTION by Tillier/Eliasson to delete Sand Golf as an SHSAA activity. CARRIED

Grass Golf
Bids for the 2005 Grass Golf provincial championship were received from Humboldt and Swift Current. The Swift Current Comprehensive High School bid was accepted.

Cross Country
There was one bid received from Biggar St. Gabriel School. Biggar St. Gabriel will be the host for the 2005 provincial cross-country championship.

3A Girls Volleyball
Bids for the 2005 - 3A Girls volleyball championship were received from Davidson, Kelvington, Langenburg, Porcupine Plain and Wakaw. Wakaw was chosen to host the 2005 provincial championship.

1A Boys Volleyball
Bids for the 2005 - 1A Boys volleyball championship were received from Englefeld, Perdue and Rouleau. Englefeld was chosen to host the 2005 provincial championship.

3A Boys Volleyball
There was one bid for the 2005 - 3A Boys volleyball championship received from Kelvington. Kelvington will host the 2005 provincial championship.

4A Boys Volleyball
Bids for the 2005 - 4A Boys volleyball championship were received from Carnduff and Rosthern JC. Carnduff was chosen to host the 2005 provincial championship.

Soccer
No bids were received for 1A Boys, 1A Girls, 2A Boys or 3A Girls soccer. Notice will be sent to the schools involved in these classifications that the event will not be held if there are no bids received to host the provincial championship, by March 31, 2005.


4. Discussion

4.1 Wrestling Rule Changes
FILA have introduced some changes to the wrestling rules. The rules are currently being evaluated by the wrestling community and a decision will be made by the executive council in January regarding the implication of the changes on the high school season.

4.2 Basketball Recommendations
The SHSAA executive council held a special meeting, November 7, 2004, to discuss the basketball proposal submitted by Saskatoon and Regina calling for a 6A classification for Saskatoon and Regina teams that currently compete in the 5A class.

The Executive Council proposed an eight-team provincial championship for the present 5A classification. The proposal identified two options for playoffs leading to the provincial final tournament involving Regina's top four schools versus the four 'small cities' schools in the south and Saskatoon's top four schools versus the four 'small cities' schools in the north. Saskatoon, Regina, and the 'small cities' 5A schools turned down the options presented in the compromise proposal.

The SHSAA office sent a letter all schools in the current 5A category indicating that the proposal presented by the executive council had been turned down and that the HOOPLA format for 2005 would remain "status quo".

On December 1st, Saskatoon District submitted another request for a 6A classification for Saskatoon and Regina and included their thought for where the 'small cities' schools would be placed. The 'small cities' schools would play in the 5A classification and the provincial championship would be a 4-team tournament.

During the executive meeting a phone call was received from a couple of coaches (one coach a member of the Saskatoon Basketball Committee, the other from a 'small cities' school) that were in attendance at the Mount Royal Classic Basketball Tournament. A request was made to present a new proposal changing the 5A classification. The executive gave these individuals 15 minutes to present their proposal. The proposal moved the 'small cities' schools from the 5A classification to the 4A classification. The 'small cities' championship would still take place and would advance two teams to the 4A provincial championship. The remainder of the 4A teams would compete in two regional tournaments with 3 teams advancing from each regional to the provincial championship. The 4A provincial championship would be changed to an 8-team tournament.

MOTION by Segall/McKellar that the SHSAA Executive Council follow the direction given by the 2004 Annual General Meeting and not approve requests to change basketball classifications for the 2005 basketball season.

MOTION by Tillier to table the motion pending an executive council conference call to be held before Christmas. This would allow an opportunity to determine the reaction of 4A schools to the newest proposal. CARRIED

The office staff presented a discussion document on basketball issues identified at the basketball meetings held in October. This document was circulated and reviewed. The document will be edited and posted for discussion on the SHSAA website.

4.3 Altering Playoff Dates
A request was received from Prince Albert Rivier Academy to change the regional volleyball schedule and hold the tournament as a one-day tournament on Thursday. The school was booked to host the 5A Boys provincial volleyball championship on the same weekend. Due to Prince Albert hosting 5A Boys and Girls provincial volleyball and the curling club hosting a national curling event officials would be hard to find and accommodations would probably not be available. The SHSAA office was concerned with the loss of school time, a condensed schedule, and back-to-back games. The SHSAA office decision was to move the regional tournament to the North Central Districts' second place school. The office staff brought this issue forward seeking the executive's opinion on how these requests should be handled.

4.4 PIPEDA
A document received from Sask Sport regarding PIPEDA (Personal Information Protection and Electronic Documents Act) was circulated and reviewed. The office was seeking information from the executive with regards to what their school divisions are doing.

4.5 SHSAA Banners
A request was received from Midale Central School for the SHSAA to provide fourth place banners.

MOTION by Tillier/McDougall that schools be given the opportunity to purchase a provincial fourth place banner through the SHSAA. CARRIED

MOTION by Linnell/Tillier that schools be given the opportunity to purchase provincial host banners through the SHSAA. CARRIED

4.6 Multiple School Teams
Schools are allowed to have multiple teams but the SHSAA is committed to provide a provincial championship for Varsity (senior or school representative) teams. A defined policy will be presented at the January meeting.

4.7 Nine-Man Football Playoff Host Rotation
This topic was discussed during the October Conference Call. A copy of the information has been circulated to the executive and all nine-man coaches.

4.8 Regional Volleyball
With the implementation of 36 regional volleyball tournaments this year the executive discussed the comments received from schools.


5. Information

5.1 Sask Sport Membership Info
Sask Sport forwarded a memo regarding membership information. The memo indicated the Sask Sport liaison assigned for the SHSAA, 1-year or longer suspensions need to be reported to Sask Sport, Privacy Act - Generic Privacy Policy, and a few other topics that don't pertain to SHSAA.

5.2 PSGB Liaison Letters
Each executive member has been assigned as a liaison with one of the Provincial Sport Governing Bodies. The executive contact information was forwarded to the Provincial Sport Governing Bodies and a copy letter was given to the executive member.

5.3 Credit Union Sponsorship Support
A copy of a letter received from the Credit Union's in Saskatchewan that support the SHSAA with sponsorship in the amount of $10,000 was circulated.

5.4 Evaluation Forms From Provincial Championships
The evaluation forms received from coaches that attended provincial championships were given to the executive member who is the sport liaison. The executive member is to review the forms and bring forward any recommendations or concerns for that sport that may result in resolutions to the June AGM.

5.5 Professional Development

5.5.1 NFHS Athletic Directors Conference, Dec. 10-15
The National Federation Athletic Directors Conference is being held in New Orleans December 10 - 15, 2004. Information was distributed to those attending the conference.


6. Committee Meetings

6.1 Finance/Management
The Finance/Management Committee met Thursday, December 2, 9:30-10:00pm. A report will be presented at the January meeting.

6.2 Restructuring
The Restructuring Committee met Friday, December 3, 7:30-8:30am. A document prepared by the office was reviewed and then circulated for discussion at the executive and district president's meeting.

6.3 Symposium
The Symposium Committee met Friday, December 4, 12:30-1:00pm. Initial plans for the 2005 Symposium were discussed.


7. New Business

A Celebration of Saskatchewan Volunteer Commitment
A memo was received from the Saskatchewan Centennial 2005 Office with regards to an award that will be given for volunteer commitment. The award is divided into two categories. One category is directed to a volunteer who made or is continuing to make a significant contribution to the success and development of our organization in Saskatchewan's first century as a province. The second category is for someone in a volunteer role that is currently in a contributing role and whom you believe will provide significant organizational leadership in the province's second century. Though this award is primarily intended for youth between the ages of 14 and 30, exceptions will be made based on the nature of the organizational structure. The SHSAA will be able to choose one recipient in each category.

December 4, 2004 - Executive Meeting

An Executive Meeting was called following the District President's Meeting held Saturday, December 4, 2004. President Wade Weseen called the meeting to order at 1:00pm. In attendance were Ralph Eliasson, Larry Segall, Lyle McKellar, Angela Tillier, Marvin Renneberg, Vicki Moore, Mary Linnell, Jack Nepjuk, Jim Lissinna, Larry Lafrentz, Kevin Vollet and Kim Platt. Missing with regrets Barb Riley and Dan McDougall. The meeting was called to discuss the basketball motion tabled during the executive meeting.

MOTION by Tillier to withdraw the motion to table from the December 2 & 3, 2004 Executive Meeting.

The following motion was brought back to the floor from the December 2 & 3, 2004 Executive Meeting.

MOTION by Segall/McKellar that the SHSAA Executive Council follow the direction given by the 2004 Annual General Meeting and not approve requests to change basketball classifications for the 2005 basketball season. CARRIED

MOTION to adjourn by Eliasson/Segall at 1:15pm.
