EXECUTIVE MEETING
June 17, 2003
Saskatoon Inn - Saskatoon
1. Call
to Order
President Mary Linnell called the meeting to order at 7:20pm.
In attendance were Wade Weseen, Kelly Bowers, Dan McDougall,
Lisa Schwann, Bob Coffin, Connie Bailey, Angela Tillier,
Marvin Renneberg, Larry Segall, Craig Oman, Ralph Eliasson,
Bryan Matheson, Larry Lafrentz & Kim Platt.
Absent with regrets Kevin Vollet.
2. Adoption
of Minutes
The minutes from the May 12 & 13, 2003 were previously
circulated.
MOTION
by Schwann/Oman to adopt the minutes from the May 12 &
13, 2003 meeting. CARRIED
Track
& Field
A concern was brought forward from Saskatoon regarding the
hosting policy accepted at the May meeting. The concern
was with regard to track and the hosting grant of up to
$500.00 (for equipment & facility). The concern is that
the grant would not cover very much of the rental cost at
Griffith Stadium.
MOTION
by Bowers/Coffin to set up a committee to review the hosting
policy as it relates to Track & Field. CARRIED
3. Financial
Report - Annual Audited Statement
The SHSAA year-end was April 30, 2003. The audited statement
will be presented at the AGM and approval sought by the
Provincial Council.
MOTION
by Weseen/McDougall to adopt the 2002-2003 audited financial
report. CARRIED
4. Reports
Board
of Review
A board of review has been set up to hear the appeal of
the executive decision on the additional year of eligibility
for a Turtleford student. The board of review will meet
June 18, 2003.
Badminton
Rosalie Flynn and Chris Wenner, Swift Current, were the
host commissioners for the Provincial Badminton Championships.
The host committee did an excellent job.
Meadow
Lake Jonas Sampson hosted one of the regional badminton
championships. The school did not collect a gate.
MOTION
by McDougall/Renneberg that North West District be charged
a fee equal to the largest gate received at regional badminton
in 2003, as outlined in the policy for not collecting a gate.
The provision in the policy calling for the school not to
host an SHSAA event for 3 years will be waived. CARRIED
Track
& Field
Dave Dice and Leslie Foss, Prince Albert Carlton Comprehensive,
were the host commissioners for the Provincial Track and
Field Championships. The host site did an excellent job.
The results were entered on the website during the competition.
Clement Dion, Dairy Farmers of Saskatchewan, was in attendance
to present awards. There were some concerns noted. Students
that did not show up for events were eliminated from the
meet. In addition two student athletes were disqualified
from their events and the rest of the Championship for inappropriate
language. A letter was received from a coach regarding jumps
missed because his student left for a running event. This
topic had been discussed at the Track & Field coaches
meeting prior to the start of the meet. The coach was informed
of the procedure. Another situation occurred when a field
official erred in awarding placements in the top 8 for additional
throws. Upon completion of the event it was discovered that
a student who did not receive their additional attempts
were actually in the top eight placements. Unfortunately
the errors were discovered too late to correct. In spite
of these flaws the Championship was a huge success with
over 1200 student athletes scheduled to participate.
District
Meetings
North Central - the transfer policy was a big discussion
topic
Regina - the addition of sports is a major discussion topic;
the RHSAA held a retirement dinner for Mike O'Donnell in
conjunction with their awards luncheon.
Officials
Meeting
A letter was sent to Marvin Renneberg, SHSAA Official's
Rep., and copied to Mary Linnell, SHSAA President, requesting
a meeting with SABO. SABO would like to discuss the differences
in assigning Basketball officials compared to other activities.
Marvin responded and set up a meeting but SABO could not
attend. We hope to meet with SABO in the fall.
The
Basketball rules have some revisions to them.
1. Possession arrows are now in effect with Jump balls only
at the start of the 1st and 3rd quarters and in overtime.
2. In the case where the ball has been released, the horn
sounds and the ball then hits the rim, play continues on
without a whistle.
3. Time outs may be used at any time in the half. Two time-out
are allowed in the 1st half and 3 in the 2nd half.
SABO has indicated in their newsletter that FIBA and NCAA
rules are slowly becoming one
Sask.
Sport
Larry Lafrentz, Assistant Executive Director, attended the
Sask. Sport Annual General Meeting held June 14, 2003. Two
items that the SHSAA spoke to are: 1) Sask. Sport will be
offering a Dispute resolution service. SHSAA has its own
mechanism for dealing with dispute situations and will not
use this service. 2) Any suspension for a period of a year
or more must be presented to Sask. Sport and other sport
governing bodies must honor that suspension. The SHSAA has
not given any suspensions that are more than one year.
5. Decisions/Directions
5.1
Merit Award Committee
The merit award committee recommended that Mike O'Donnell
receive the SHSAA Merit Award.
MOTION
by Schwann/Segall to accept the recommendation from the Merit
Award Committee. CARRIED
5.2
Eligibility Request - LeBoldus
LeBoldus High School requested exception to the eligibility
bylaws on behalf of a grade 12 student. This student attended
Trent College, England for 2 years where he completed grades
7 and 8. Upon returning to Saskatchewan the student received
a Grade 9 equivalency from Saskatchewan Learning for his
two years of middle school at Trent College, England. The
student entered grade 10 at LeBoldus High School in 2000.
MOTION
by Coffin/Segall to accept the LeBoldus High School request
for exception to the eligibility bylaws and grant the student
a year of eligibility. DEFEATED
5.3
Resolutions
The resolutions received prior to May 13 were discussed
at the May executive meeting and notes were created from
the discussions. The notes were circulated to the executive.
The additional resolutions were reviewed and the executives
view was discussed.
Potential
Resolutions
Two possible resolutions were circulated. The first suggestion
was the revision to include a pay increase for Basketball
officials and wrestling officials. The second suggestion
was to discontinue Sand Golf as a Provincial activity due
to the decline in the number of schools and student athletes
in this activity.
MOTION
by Coffin/Weseen to revise the Officials' Pay Schedule to
include a $1.00 increase for basketball officials in 2003,
in 2004 and again in 2005 and there be an increase for wrestling
officials of $5.00 per day. CARRIED
MOTION
by Schwann/Renneberg that the SHSAA discontinue Sand Golf
form the provincial activity calendar effective the 2004-2005
school year. CARRIED
Consolidation
of School Teams
A request was received from Borden and Radisson Schools
to co-sponsor all senior sports for the 2003-2004 school
year. The schools have discussed various alternatives in
order to continue to offer students quality education in
times of falling enrolments and tight budgets. A decision
was made to consolidate programs while continuing to offer
K to 12 education in both schools. The grade 9 and 10 will
attend one school while grade 11 and 12 are in the other.
On alternate days this pattern is reversed so that they
can make best use of subject specialists while continuing
to offer a complete curriculum.
MOTION
by Tillier/McDougall to accept the request from Borden and
Radisson Schools to consolidate school teams for the 2003-2004
school year. CARRIED
6. Activity
Report
The 2002-2003 Activity Report was circulated and reviewed.
7. Discussion
7.1
School Sportsmanship Program
A handout was circulated regarding school sportsmanship
banners. The idea is that schools could purchase the banner
that emphasizes sportsmanship, add their school logo and
hang it in the school gymnasium. The office will provide
further information regarding price and opportunity at the
fall meeting.
7.2
Philosophy Statement
A suggestion was made that the following statement be added
to the Guiding Principles of the SHSAA listed in the constitution.
"Participation in school sport should be enjoyable
and fulfilling. Student athletes should be assured of experiencing
competitive educational opportunities through meaningful
playing time." The executive feels this is an important
statement to help promote the Association's philosophy.
This statement will be put forward as a NOTICE OF MOTION
to the 2003-2004 AGM
