Meeting Called To Order
President Bob Coffin called the meeting to order at 9:00am.
In attendance were Mary Linnell, Wade Weseen, Lisa Schwann,
Kelly Bowers, Lorne Ulven, Greg Johnson, Kevin Vollet, Bill
Crosman, Ralph Eliasson, Dan McDougall, Bryan Matheson, Larry
Lafrentz, Kim Platt.

Adoption of Minutes
MOTION
by Ulven/Schwann to adopt the minutes from the April 12 &
13, 2002 executive meeting. CARRIED
2.1 Business
Arising from Minutes
No business arising from the minutes.
2.2 Review
of the Action List
A review of the action list for office staff and executive
from the previous meeting updated everyone on completed and
pending tasks. Pending tasks will be added to the meeting
action list. The SHSAA contacted Saskatchewan Athletics and
National Federation regarding pole vault and the use of helmets
for this event. There is nothing in place to date requiring
participants to wear helmets. It is recommended that the safety
standards for pole vault be emphasized to districts.
MOTION
by Ulven/Johnson to send a letter to District Presidents and
District Track & Field commissioners emphasizing the safety
standards for pole vault. CARRIED
MOTION
by Crossman/Schwann to remove pole vault from the Provincial
Track & Field meet. DEFEATED

Adoption of Financial Reports
The financial statement for the month of April was circulated
and reviewed.
MOTION
by Crossman/Vollet to accept the April financial statement.
CARRIED
4.
Decisions/Directions
4.0 Swan
River, Manitoba - 9 Man Football
Swan River Regional Secondary School has been participating
in the East Central 9-Man Football League for over two decades.
Football is not under the governance of the Manitoba High
School Athletic Association. There is a rural 9-man league
around Brandon and Swan River has participated in the post
season for a number of years. Swan River does not participate
in the league because of the length of travel time. Last year
they were denied the opportunity to participate in post-season
play. The school is asking for permission to participate in
SHSAA playoffs and provincial championship.
MOTION
by McDougall/Johnson to allow Swan River, Manitoba to participate
in the 9-Man Football playoffs and Provincial Championship
for a two-year probation period pending approval of the Manitoba
High School Athletic Association. CARRIED
Lumsden
Student Eligibility Request
A request for exception to the eligibility bylaws was received
from Lumsden High School. The student is currently 19 years
of age. She was granted landed-immigrant status under the
refugee clause and arrived at Lumsden High School in December
2001. She spent the past 8 years in a refugee camp in Congo,
Africa. There are no formal documents of her past academic
record.
MOTION
by Eliasson/Linnell to declare the student eligible to participate
in SHSAA activities for the 2001-2002 school year. CARRIED
McNaughton
High School applied for sanction for a Track & Field meet
that they will host in Brandon.
MOTION
by Crossman/Vollet to approve the Moosomin Track & Field meet.

4.1
AGM
Elections
The Executive Positions that are open for nominations are
posted on the website as well as the individuals that will
be running for those positions. The positions are: President,
Officials Commissioner, Section I Representative, Section
III Representative and Regina Representative. All executive
members were encouraged to seek out individuals interested
in allowing their names to stand for election.
Long
Range Planning Sessions
There will be four long-range planning sessions. Following
are the sessions and the person/people running the session.
The

Committees
The following executive committees were struck for the AGM.
Nominations - Kevin Vollet, Greg Johnson, Lisa Schwann

Bids to Host - Dan McDougall, Kevin Vollet
Schools
that will be bidding to host a championship will be given
approximately 5 minutes for their presentation.
Hosting
Bids
The 2002/2003 Cross Country Championship is open. The SHSAA
is looking for a host for this activity. The following bids
have been received for the 2003-2004 Championships:
Badminton

Soccer - no bids
Regional Wrestling - Esterhazy
Annual Meeting - Section 1
Check
the SHSAA Handbook for open bid activities and hosting rotations.
Programs
The AGM Banquet program and the Presidents Luncheon program
were reviewed.
Executive
Roles and Responsibilities
Bob Coffin will forward a memorandum on the executive roles
and responsibilities at the AGM to all executive members.
5.
Executive Reports
Awards Committee
The awards committee suggested that a special recognition
award be given to the Kiwanis Club of Regina for their service
to high school football. The award will be presented in conjunction
with the Regina High School Athletic Association presentation
at a Saskatchewan Roughrider Game this coming season.
MOTION
by Vollet/Schwann to give a special recognition award to Kiwanis
Club of Regina. CARRIED
Symposium
Committee
The executive was updated on the program and the presenters
for the 2002 Coaches Symposium. The committee is emphasizing
the soccer sessions this year and will be sending a copy of
the brochure to each high school soccer coach in the province.
The brochure will be completed this week and will be sent
to schools in the May bulletin package.
6.
Discussion
6.1 Security
The executive discussed having security at all SHSAA events.
HOOPLA presents the most obvious concerns for the Association.
The number of teams and fans at HOOPLA make it the SHSAA's
largest event. The office staff will investigate the options
regarding security for HOOPLA and other events.
7.
Information
Sask.
Sport Annual Meeting
The Sask. Sport Annual Meeting will be held June 15, 2002.
Lisa Schwann indicated she might be able to represent the
SHSAA at this meeting.
Sask.
Trust Funding Review
The SHSAA has requested more funding from Sask. Trust Funding.
A presentation will be made to the funding committee in June.
Coaches
Conduct
The Executive Director gave his report to the executive on
the investigation of a coach's conduct at HOOPLA. A letter,
requesting a response, had been sent to the principal in the
coach's school but nothing was received. After discussion
the executive chose to follow through with the procedure outlined
in the Handbook.
MOTION
by Ulven/Schwann to set up a hearing for a coach whose conduct
at HOOPLA was investigated. CARRIED
Saskatchewan
Association of Basketball Officials
The Saskatchewan Association of Basketball Officials submitted
some resolutions for approval by the executive. The resolutions
that were not accepted will be discussed at the Annual General
Meeting Officials Session. SABO has asked the SHSAA if there
Association could be in control of the assigning of officials
for HOOPLA. The SHSAA has worked for a number of years with
the SHSAA Districts and SABO in assigning officials and will
continue with this arrangement. The SHSAA feels it is very
important for the Districts to be involved and that the present
system used allows for input by both the SHSAA and SABO. The
present system gives the SHSAA the final responsibility for
the assignments.
