1. F.I.B.A. rules will be followed with the exception of: new wide key, extended 3 point line, and the use of a block/charge circle (SHSAA rules).
2. Junior teams may dress an unlimited amount of players. Senior teams may dress a maximum of 15 players. (14 players for Provincials)
3. The practice start date will be determined at the September coaches meeting. The motion will be determined by the Remembrance Day date.
4. Eligibility
a) Eligibility must be placed on the SHSAA web site twenty - four (24) hours prior to each team's first league game.
b) Junior athletes must be under 17 as of midnight, August 31st of that school year.
(i) If a junior player dresses for one regularly scheduled senior league game that player will no longer be eligible to participate as a Junior and must remain on that Senior team for the duration of the season. A junior player may participate in tournaments or exhibition games as a member of that Senior team without losing their Junior eligibility. That player may also join the Senior team for the league playoffs once their season has concluded.
(ii) In the event that a school does not have a senior team and is not able to complete a co-op agreement - a senior age player(s) may participate on the schools junior team under the following conditions:
- The player(s) is ineligible to participate in the playoffs
- The school must forfeit their final standing after regular season play is completed and will occupy the last place position.
- In the event that there are two or more schools using senior players the schools will finish in the last positions based on their standings at the end of the regular season.
5. The winning team is responsible to report the game results to Ann Hollinger at 949-9242.
6. League Structure:
Structures will be determined by the coaches at the September coaches meeting.
a) the number of games will be discussed and agreed upon at the spring meeting
b) the playoff format will be determined based on league format (in Junior leagues all teams will make the playoffs).
Regardless of format, the league will conclude with two championships (5A and 1A-4A in Senior and Large and Small School in Junior). We will complete the season with the City Finals at the U of R.
In all playoffs:
There will be no reshuffling and brackets will play out once the teams are set (in Junior a preliminary round may be required to get to 8 teams).
The higher seeded team will host the lower seed with the exception of non-Regina based schools who will continue to follow our rural school participation policy.
In Senior leagues, participation in provincial playoffs will be determined in conjunction with the SHSAA office and will be considered when the schedule is created. All leagues will use a bracket style playoff to determine a city-champion.
- A preliminary game will be used if there are more than 8 teams in a league to fill the bracket (number of games determined by total teams in the league) ex. In a ten team league the 7th place team would play 10th place and 8th would play 9th for placements in the 7 and 8 spots of the bracket.

For the 2011-2012 season the league, and all divisions, will be structured in three tiers. The three tiers will be set through conversations between coaches and the commissioner’s office.
The schedule would involve the top tier playing a home and home within the tier and a game against each of the tier 2 teams. The middle tier would play everyone once in the whole league. The third tier plays a home and home within the tier and a game against each of the tier 2 teams.
The league standings on the website will reflect every games value of two points for a win. The standings will have two divisions reflecting the playoff pools. The playoff seedings will not necessarily be an exact reflection of the league standings as every team will not have the same scheduled games or opponents.
Playoff rankings will be determined by looking at each opposing school within the same playoff pool as a series for two points (if only one game is played against an opponent that game is worth the two points – if two games are played, the combined score of the two games will be used to determine who gets the two points).
***There will be a maximum twenty (20) point differential used when using scores to break ties in the event that all other mechanisms cannot break the tie. The points will be removed from the offensive total.
In the event of a tie in a two game series – average points allowed versus common opponents will be used.
A third place game will be played in the 5A league for Senior Boys and Girls seedings at Hoopla.
7. Tiebreakers
Ties in the standings will be broken by the following procedure:
a) In a two way tie the record between the tied teams will be used (in a situation where the teams play twice and a split occurs the point differential in the two games will be used).
b) In the event that there is a three-way tie in the standing after league play, we will break that tie in the following manner:
i) record between tied teams.
ii) if all three teams have tied records…a ratio will be created using points for/divided by points against in the games between the three tied teams. The team with the lowest ratio will be placed in the lowest position of the three teams and then the record between the other two teams will be used to determine the seeds of the other two teams (see 7a).

8. Tournament Selection
- Each team may participate in a maximum of three events beyond one hosted by itself
- A team may travel out of the city to a maximum of two events.
- A team is allowed to participate in a fourth event as a host
- An exhibition game out of town is considered an “event”.
9. All Star Teams
A first and second team will be named in Senior divisions.
Coaches will be asked to nominate candidates from their team and a ballot will be produced.
The 10 players from each of the 4A and 5A Boys and Girls conferences, who receive the most votes, will make up the First and Second All Star teams. The top five vote-getters will make up the first team.
Coaches will choose their top ten (10) players from all players nominated. Ten (10) points will be given to the first choice and one (1) point for their last choice. The top ten (10) players including ties will be all star recipients.
