REGINA HIGH SCHOOLS ATHLETIC ASSOCIATION
CONSTITUTION
ARTICLE
I Name
1.1 The
name of the district association shall be the "Regina
High Schools Athletic Association" (RHSAA)
1.2 The membership of the Association shall be open to the
following:
1.2.1 Boards of education and conseils scolaire within the
city of Regina;
1.2.2 any independent school registered with Saskatchewan
Education and which is a body corporate of association and
which operates a high school; and
1.2.3 any Indian Band which operates a high school or on whose
lands a high school is operated within the city of Regina.
ARTICLE
2 Objectives
2.1 To
promote, encourage, plan, supervise and administer healthful
competition in student athletics among member schools and
with schools from other centers.
2.2 To
regulate interdistrict and intra-district athletic activities
so as to promote the objectives of secondary education and
minimize the disruption of other portions of the school program.
2.3 To
promote and follow the objectives, goals and regulations set
up by the Saskatchewan High School Athletic Association (SHSAA).
2.4 To
place emphasis on skills learned and the appreciations developed
through competition rather than merely on winning.

ARTICLE 3 Definitions
Approved coach or supervisor -
A coach or supervisor who has a teaching contract with a Member or a coach or supervisor who has been approved by the Association
Association
- SHSAA
Board
of education - a board of education or conseil scolaire established
pursuant to The Education Act, 1995.
bylaws
- the bylaws of the RHSAA
Commissioner
- The Executive Director of the District
contest
- a contest shall be a game for football, basketball, soccer,
hockey, baseball, softball and curling; a match for volleyball,
badminton and wrestling; a competition for golf, cross country
and track and field
District
- RHSAA
District
Council - A District Council as established by the constitution
and bylaws of the District
High
school - a school conducting classes in grades 9 through 12
or in any of these grades
Independent
school - a school registered as an independent school with
Saskatchewan Education
Member
- a board of education, conseil scolaire, Indian Band or any
other body corporate who is a member of the District
official
- any person authorized to officiate in a game or contest
organized by the District
RHSAA
Executive Council - The Executive Council of the District
sport
regulations - the rules relating to sport - specific activities
as published from time to time by the Association
Trustee
- an elected member of a board of education, conseil scolaire
or governing body of a Member
ARTICLE
4 RHSAA Executive Council
4.1 The
RHSAA Executive Council shall consist of the following officers:
o President
(Elected)
o Vice-President (Elected)
o Commissioner (Non-Voting)
o Public High School Principal (Appointed)
o Separate High School Principal (Appointed)
o Principal - Luther College High School (Appointed)
o Member-At-Large (If President and Vice-President are of
same gender, this position must be filled by a person of the
opposite gender) - ELECTED
o Regina District representative to the SHSAA Executive Council
o Any additional persons from the Regina District who may
from time to time, may be elcted to serve on the SHSAA Executive
Council (President, Officials, Commissioner, Women's Representative)

4.2 The
RHSAA Executive Council shall act as the Nomination Committee.
4.3 The elected members of the RHSAA Executive Council shall be elected by the District Council at the June meeting for the upcoming school year, and to serve as the three voting delegates-at-large to the SHSAA AGM at year’s end.
ARTICLE
5 District Council - General Membership
5.1 The
District Council shall consist of three members from each
high school within the city of Regina. Each school must be
registered with the SHSAA and must have paid the current District
fees.
5.2 The
representatives of each school shall be:
o The Principal or Vice-Principal (in case of absence, a teaching
staff member appointed by the Principal).
o Two members of the teaching staff appointed by the Principal,
one of whom should be the school's Athletic Director.
5.3 Both
genders should be represented.
5.4 A
Superintendent of each high school system or a designated
representative shall be accorded membership on the Council.
5.4.1
That such persons shall not vote to elect the voting delegates
to the SHSAA annual meeting unless designated as a voter by
a District school.
ARTICLE
6 The District Council Voting Delegates to the SHSAA - A.G.M.
6.1The seven Voting delegates to the SHSAA A.G,M. shall be selected at the spring (June) district meeting in the following manner:
6.1.1 Executive Council shall bring forward to the district council, for its approval, a motion nominating seven voting delegates.
6.1.2 the seven voting delegates of the district shall be made up of the following persons:
- one Trustee
- one school administrator
- Commissioner of Athletics who acts as the Officials Commissioner.
- Three voting delegates-at-large consisting of two persons of one gender and one person of the opposite gender. ( see 4.3 RHSAA Constitution)
- One representative of LEADS (League of Educational Administrators, Directors and Superintendents )
6.1.3 Each voting delegate of the District must hold a valid Saskatchewan Teaching Certificate and must be employed by a Member in Saskatchewan at the time of the annual meeting of the Association, except for the delegate appointed as a trustee, who must be a sitting member as a current elected representative of a Member at the time of the annual meeting of the Association.
6.1.4 If, for any reason, a delegate at large cannot, or should not attend as a voting delegate, the council will ask for nominations from the floor, and shall elect a replacement.
6.2 The RHSAA shall file a certified copy of the list of the seven voting delegates of the district with the Executive Director of the Association prior to the start of each annual membership meeting of the Association.
ARTICLE
7 Committees
7.1 A
committee for each interschool activity shall consist of the
following:
o Commissioner
o One staff member from each school participating in the activity
(approved coach or supervisor)
o any other necessary personnel
The committee
shall work with the Commissioner in fulfilling the duties
outlined in Article 8.
7.2 Standing
and Ad Hoc committees shall be appointed by the Distrait Executive
Council, as required.
ARTICLE
8 Duties of Officers
8.1 The
President shall:
8.1.1 Preside at all general meetings and executive meetings
of the Association and ensure that such meetings are conducted
according to Robert's Rules of Order.
8.1.2 Convene regular District Executive Council meetings
and special District Executive Council meetings at any time
or upon the request of a majority of the members of the District
Executive Council.
8.1.3 Act as an ex-officio member of all committees.
8.1.4 Ensure that the Association acts within the Constitution
and Bylaws.
8.1.5 Co-sign all cheques issued by the Commissioner.
8.1.6 Make an annual report to the Association at the final
District Council meeting.
8.2 The
Vice-President shall:
8.2.1 Discharge the duties of the President in the event of
the President's absence.
8.2.2 Head a committee to view and update the RHSAA Constitution
and Bylaws, as required.
8.3 The
Commissioner shall:
8.3.1 Attend all meetings of the District.
8.3.2 Keep correct minutes of all District Council and District
Executive meetings.
8.3.3 File copies of pertinent correspondence.
8.4.4 Distribute copies of the Constitution and Bylaws to
Principals as required.
8.4.5 Distribute copies of changes to the Constitution or
Bylaws as they occur.
8.4.6 Receive and deposit in a credit union, chartered bank
or trust company, all monies received by or paid to the Association.
8.4.7 Co-sign all cheques with the President or Vice-President.
8.4.8 Keep an account of all financial transactions and present
to the Executive a full and detailed account of all receipts
and disbursements when required.
8.4.9 Prepare a financial statement of the District for all
General Council meetings.
8.4.10 Issue to each Principal a notice of General Council
meetings and three copies of the agenda.
8.4.11 Ensure that all Provincial and Local Regulations which
govern activities be followed.
8.4.12 Arrange, with the help and advice of committees, for
scheduling, officiating, facilities and play-offs for all
activities.
8.4.13 Receive a copy of eligibility lists prior to each team's
first league game. Eligibility should be checked where necessary.
8.4.14 Co-ordinate publicity and the collection of statistics
for all contests.
8.4.15 Ensure that District and Association disciplinary decisions
are followed.
8.4.16 Organize SHSAA play-offs hosted by the District.
8.4.17 Be the contact person for out-of-town activities requesting
District representation.
8.4.18 Sanction any local tournaments organized by District
members.
8.4.19 Submit a written report of District activities including
play-offs, results, participation, finances and recommendations
for the upcoming year.
8.4.20 Represent the District on matters having to do with
policy, publicity and athletics.
8.4.21 Perform other duties as directed by the District Executive
Council.
ARTICLE
9 Meetings
9.1 The
District Council shall hold three meetings during the year:
one in September, one in March or April, and one in May or
June.
9.2 A majority of representatives who must represent a majority
of schools within the District shall constitute a quorum at
any District General meeting.
9.3 The Executive Council shall meet at the call of the President.
9.4 The
Committees shall meet at the call of the Commissioner.
ARTICLE
10 Amendments to the Constitution
10.1
Any notice of motion to amend the constitution must be forwarded
to the Commissioner, in writing, four weeks prior to a meeting
of District Council. Each Member and school principal shall
receive a written notice of the proposed amendment at least
three weeks prior to the meeting at which the amendment is
to be considered.
10.2
Amendments passed by the District Council shall become effective
from the date noted in the amendment.
10.3
Constitutional amendments require a 75% majority vote of the
District Council.
10.4
Constitutional amendments submitted without the required four
weeks prior notice, must have a 100% majority vote of District
Council in order to pass.
10.5
Amendments to the Constitution may only be proposed by:
o The Executive Council, or
o District schools
ARTICLE 11 Amendments to the Bylaws
11.1
Any notice of motion to amend the Bylaws must be forwarded
to the Commissioner, in writing, four weeks prior to a meeting
of District Council. Each Member and school principal shall
receive a written notice of the proposed amendment at least
three weeks prior to the meeting.
11.2
Proposed amendments to the Bylaws shall be voted upon at a
District Council meeting and, if passed by a majority of the
District Council, shall become effective from the date noted
in the amendment.
11.3
Any proposed amendments to the Bylaws which are not submitted
to the Commissioner four weeks prior to the District Council
meeting, will require 75% majority of the District Council
to become effective.
11.4 Amendments to the Bylaws may only be proposed by:
o The Executive Council, or
o District schools
ARTICLE 12 Fees
12.1
Fees for the school year shall be established at our September
meeting of District Council.
12.2
Fees for the school year shall be paid prior to November 1st
of that year.
