Hockey (5.45)
The Regina
Intercollegiate Hockey League (R.I.H.L.) functions within
the framework of C.A.H.A. rules and equipment standards, with
the following additions and/or exceptions:
1.
The LEAGUE STRUCTURE will be as follows:
a) The home team will supply the scorekeeper for each game.
b) All games will be of an exhibition nature with no statistics,
standings, or playoffs.
c) All game sheets must be sent to the R.H.S.A.A. Office.
d) A tournament, hosted by Cochrane High School, will be held
at the end of the season.
2.
The R.I.H.L. will use the two man paid system of refereeing.
a) The R.H.S.A.A. will approach the S.A.H.A. for an assigning
official.
3.
A game will consist of 2 periods of running time The first
period will be 30 minutes
a) PERIOD 2 - the amount of time may be adjusted according
to the amount of ice time remaining and with the agreement
of BOTH coaches.
4.
The CENTRE RED LINE will be used for icing infractions only.
5.
The R.I.H.L. will follow C.A.H.A. Rules for OFFSIDE INFRACTIONS.
6.
Players are REQUIRED to wear a full cage mask and a neck protector
displaying the BNQ logo (player will be removed from game
until he/she has proper equipment).
7.
The R.I.H.L. will play NON-CONTACT hockey.
A Minor or Major penalty shall be assessed any player who,
in the opinion of the Referee, intentionally body checks,
bumps, shoves or pushes any opposing player. If a player is
injured, a Major penalty must be assessed.
When
the offensive player is skating towards the defensive player,
the defensive player may not hit the offensive player by going
in the opposite direction to that player. The body contact
must be as a result of the movement of the offensive player.
There must be no action where the offensive player is pushed,
checked or shoved into the boards.
Where, in the opinion of the Referee, accidental contact has
taken place, no penalty shall be assessed.
8.
Any MATCH PENALTY will result in a 5 minute major and a season
suspension (the remainder of the current season). An appeal
process to the Commissioner can be launched by the coach to
reduce the suspension. The Commissioner will base his decision
on the referee's game report and the coaches interpretation
of the incident. The appeal must be written on the game sheet
and be signed by the coaches and referees. (MATCH PENALTIES
include "fighting", "butt-ending", "spearing"
and "intent to injure" penalties. In the event of
a fight, all players must return to their respective benches,
or receive a misconduct penalty).
9.
Any MISCONDUCT PENALTY results in ejection from that game,
plus a one game suspension.
A SECOND misconduct penalty in the same season will result
in a five game suspension.
A THIRD misconduct penalty in the same season will result
in a season suspension.
10.
Any player who receives THREE MINOR PENALTIES during the course
of a game will be disqualified from that game and will have
to leave the team bench.
11.
A HIGHSTICKING MAJOR PENALTY and ejection from the game will
be assessed when an injury results from a high stick, whether
accidental or deliberate.
12.
Reciprocal Agreement RHSAA and HRI
The following rules have been added:
a) Abuse
of Officials Any player who is penalized for the abuse
of an official in either league will have the resulting penalty
applied in both the RHSAA hockey league and in the HRI.
b) Spitting
on or at an official or at an opponent Any player who
is penalized as a result of spitting on or at an official
or an opponent in either league will have the resulting penalty
applied in both the RHSAA hockey league and in the HRI.
13.
A. Triple Midget AAA rule: Same criteria as adopted by Hockey
Regina. Girls who are playing on a Triple A
team will be exempt from this rule.
B. Any
student named as a player on the game sheet of a Junior A
or Major Junior hockey team after the commencement of the
R.I.H.L. season will not be eligible to play in the R.I.H.L.
for the remainder of that season.
14.
A meeting of the coaches and referees MUST OCCUR after the
second period to discuss the game. Another meeting may be
required after the game. (During the game, coaches are encouraged
to act as the "3rd referee", using discipline and
common sense to prevent the occurrence of confrontational
situations).
15.
A player must play in a minimum of four (4) league games to
be eligible to participate in the Cochrane tournament
