SPORT
ACTIVITY RULES
Cross Country
RULES:
1. This competition
will consist of a bantam, midget, junior and senior categories.
This event is open to all competitors .
2. The cross
country run shall be over a course of 3000m to 6000m in length.
Measurement shall be along the middle of the course. The course
shall be clearly marked by a wide chalk line or by sign posts with
large directional arrows wherever the course turns, or by flags
about one foot square mounted on stakes which hold them to the ground.
Flag designations:
A RED flag generally indicates a turn to the LEFT.
A WHITE flag generally indicates a turn to the RIGHT.
A YELLOW flag generally indicates STRAIGHT AHEAD.
3. Cross country
running is intended as an "off-track" activity and, therefore,
a variety of terrain must be expected by the competitor. Prepared
surfaces should not be expected and a variety of footing caused
by natural terrain and weather conditions must be accepted as part
of the competition.
4. Competitors
in cross country events are not allowed to receive any assistance
or refreshments from any person during the progress of the race.
5. 1st, 2nd,
3rd medallions will be presented to male and female participants
in each categories.
6. The distance
for bantam cross country is 3000m.
7. Bantam aged athletes must be under 14 and in Grade 7 or 8.
Golf
RULES:
1. During conference
tournaments, each school can only register a maximum of 10 golfers
per school.
2. One team
and the nexttop 3 male and female scorers (if not part of the team) from each conference
will advance to the district tournament.
3. In the case
of a tie for one of the top three places in the individual category
(male or female), where at least one of the individuals in a tie
are not part of the school winning team, that there be a one-hole
sudden victory playoff, starting at the first hole to determine
the individual(s) that moves on to qualify for Provincials.
4. Green fees
will be the responsibility of each school (or division).
5. Bantam golf
tournament will be held the same weekend as senior district golf. Capped at 12 participants per conference.
6. Caddying
and/or coaching are not allowed during the course of play.
7. The SCDAA
will make an effort to send an adult with each group of golfers
to act as a resource person on golfing rules, local course rules
and golf etiquette.
8. All coaches/teacher
supervisors must be present at the golf course while their athlete(s)
golf.
9. The district
golf tournament will be run as the SHSAA tournament.
10. Meals will
be purchased by the SCDAA for all non-coaching facilitators.
Soccer
RULES : (To
be amended...)
PLAYER ELIGIBILITY
Player eligibility
must be submitted no later than 24 hours prior to league play. Further
additions to the player list during the season must also be submitted
24 hours prior to participation in league play.
RULES
1. The SCDAA
has adopted the FIFA (International) rules, with the following modifications:
Unlimited substitutes
per team are allowed to dress for any game. SHSAA play-off games
limit a team to seven substitutes allowed to dress per game.
* Unlimited substitutions may be made during the game.
* Proper footwear, according to the rules, is to be worn or running
shoes.
* Three points awarded for a win, 1 point awarded for a tie
* Size of playing field according to FIFA rules:
vii) Length: 100 - 130 yards
viii) Width: 50 - 100 yards
* Shin guards are mandatory for all players involved in SCDAA and
SHSAA soccer programs.
* ALL jewelry must be removed.
* Goalkeepers must wear a different coloured jersey from the rest
of the team.
LEAGUE STRUCTURE
1. Ninety minute
games, divided into two forty-five minute halves.
2. The referee shall allow a pre-game warm-up of at least fifteen
minutes. The half-time break shall be five minutes.
3. Game start time: 4:15
NOTE: start time may be moved to 3:45 or 4:00 later in year to avoid
darkness.
4. Each team is responsible for supplying one net and three corner
flags. Each team is also responsible for putting the net and corner
flags up prior to the game and taking the net and corner flags down
after the completion of the game.
5. The home team will supply two game balls.
6. Five team league - a double round robin home and home eight game
schedule will be played with all teams making the play-offs. Six
team league - double round robin home and home ten game schedule
will all teams making the play-offs. Eight team league - a single
round robin will be played (7 games) with three additional games
played for a total of 10 league games. All games will count towards
the standings and all eight teams will make the play-offs.
7. Cancellation of games due to weather or poor field conditions
will be made by the commissioner in consultation with the coaches.
Re-scheduling cancelled games will also be done by the commissioner
in consultation with the coaches.
8. Tie games throughout the regular season will remain as ties.
Overtime will be used to break ties in the play-offs.
9. Games may only be rescheduled by permission of the SCDAA based
on the following criteria:
-A conflict of school activities or unforeseen circumstances.
-Be cleared through The Physical Education Consultant and/or the
SCDAA.
-Be declared one week in advance so that other schools and league
officials can be notified.
-Be mutually agreed upon by the two schools concerned.
10. A signed copy of the score sheet with all information clearly
legible shall be provided to the visiting team.
11. The winning team will notify the Times Herald and CHAB.
12. For exhibition games, each school is responsible for arrangement
and payment of officials through the Moose Jaw Soccer Officials
Association.
13. Tie Breaking Procedure: 3 points awarded for a win, 1 point
awarded for a draw
If teams are tied following the regular season schedule the tie
is broken as follows:
1) Previous match results - The winner of the match or matches between
2 teams tied in points shall be awarded the higher position.
2) Goal Difference - Goal difference shall be calculated by subtracting
goals conceded from goals scored. A maximum difference of 5 goals
shall be awarded in each game.
3) Goal Average - Goals for divided by goals against (goal difference
of 5 goals also applies).
4) Least Goals Against - The team having the fewer number of goals
against will be awarded the higher position.
5) Penalty Kicks - If 2 or more teams are still tied under criteria
(1) through (4) then the higher standing shall be decided by kicks
taken from the penalty mark as follows:
* Two Teams Tied - as per F.I.F.A. Laws of the Game, at a time and
place decided by the
Athletic Commissioner
* Three Teams Tied - each team is designated A, B or C. Three mini-games
shall be played (A vs B, B vs C, C vs A) consisting of 5 penalty
kicks at a time and place to be decided by the Athletic Commissioner.
The standings after these 3 mini-games shall be ranked according
to the criteria (1) - (4) above.
14. Play-offs:
-All play-off games are to be played in Moose Jaw.
-Single elimination.
-Five team league: 1st, 2nd and 3rd get a bye, 5th plays 4th. Six
team league: 1st & 2nd get a bye, 6th plays 3rd & 5th plays
4th.
-Overtime: Golden Goal. Overtime periods will be 2-5 minute halves.
However the overtime will cease when a goal is scored. The following
procedures would be used at the end of regulation time: A coin is
tossed and the team that wins the toss decides which goal it will
attack in the first half of the match. The other team takes the
kick-off to start the match. The team that wins the toss takes the
kickoff to start the second half of the match. In the second half
of the match the teams change ends and attack the opposite goals.
If still tied: each team shall take five penalty kicks. The kicks
shall be taken in alternate order by five different players of each
team at the same goal. No player shall kick more than once until
all eligible players have had a kick. The eligible players are those
who were on the field of play at the end of regulation play.
-Throughout the play-offs the team finishing higher in the regular
standings will have choice of which goal they would like to attack
in the first half.
SAFETY PRECAUTIONS
1. Each team
will supply its own first aid kit.
2. Each team will have a first aid qualified adult to attend all
games.
LEAGUE DISCIPLINE
Penalty for
violations of the "Sports Activity Rules" may result in
forfeit of game or games in which the violation occurred.
Football
RULES (To be
amended...)
1.Before the
first regular season football game, teams must have participated
in a minimum of 10 practices, but not more than 15 after the official
start date determined by the SCDAA league coaches and commissioner.
2. A team must participate in a minimum of seven organized practices
before competing in a controlled scrimmage with another team.
SPRING FOOTBALL CAMPS
1. Camps will be limited to five sessions.
2. Camps will be limited to controlled contact drills.
3. Camps may not interfere with other school sport activities.
4. Any scrimmages will be limited to the final day of camp and conducted
under close supervision of the coaches. Athletes must wear full
equipment and have turned in their player registration card signed
by a physician.
5. Schools are not allowed to play games or run controlled scrimmages
against other teams.
PLAYER ELIGIBILITY
1. Player eligibility

additions to the player list during the season must also be submitted
24 prior to participation in league play.
2. Medical clearance along with Student Registration card must be
completed before participation in Spring camp. Medicals are good
for one year.
3. Any athlete who has participated in Junior Football, the "Senior
Bowl", the "Saskota Bowl", the "Can Am Bowl"
or the "Canada Cup" will be ineligible to play for any
high school football team in Saskatchewan.
RULES
1. The MJHSAD has adopted the CIAU (Amateur) Rules for football
with the following modifications:
-"No Yards" penalties on punt returns shall be assessed
as 10 yards.
-On any play, blocking below the waist is illegal except in the
close line play area by a player who is occupying a position in
this area at the snap of the ball. Penalty - 10 yards. Note: all
rulings regarding infractions as pertaining to "Crack Back
Blocks" and "Delayed Knee Blocks "are still in effect.
These are unnecessary roughness penalties. Penalty - 15 yards.
-Protection of the player snapping the ball in punting and placekicking
situations: The player snapping the ball cannot be contacted after
release of the ball until the player crosses the one-yard restraining
zone or sets up in a pass-blocking stance. Penalty: 15 yard unnecessary
roughness penalty.
-"Twenty-one Point Plus Rule" - for regular season only
& only in 4th quarter.
-Twelve minute running time quarters with stop time during the last
three minutes of the second and fourth quarters.
-"Punt Rule" - in windy conditions, Team A may elect to
move the ball fifteen yards closer to Team B's goal line instead
of punting the ball. Team B will scrimmage 1st and ten from that
point.
-Tie games in the regular season will remain as ties. Overtime will
only be used in play-offs.
-During timeouts coaches are not to be on the field.
-The Wilson F2000 (CIS) is the official ball of the SCDAA and the
SHSAA.
LEAGUE STRUCTURE
1. The home
team will wear dark jerseys.
2. The home team shall occupy the west bench.
3. Seven team league - a single round robin six game schedule will
be played with all teams making the play-offs.
Six team league - each team will play four teams once and one team
twice to complete a six game schedule. All six teams will make the
play-offs.
Five team league - each team will play two teams once and two teams
twice to complete a six game schedule. All five teams will make
the play-offs.
Four team league - each team will play the other three teams twice.
The top three teams will make the play-offs.
4. Cancellation of games due to weather or poor field conditions
will be made by the commissioner in consultation with the coaches
and facilities manager. Re-scheduling cancelled games will also
be done by the commissioner in consultation with the coaches.
5. Filming of your team's game as well as other team's games is
legal.
6. SCDAA season tickets and student activity cards will be honoured
by Balgonie & Swift Current. We will honour their season tickets
as well. For regular season games only!
7. Play-offs:
Seven team league: 1st gets a bye, 7th plays 2nd, 6th plays 3rd,
and 5th plays 4th.
Six team league: 1st and 2nd get a bye, 6th plays 3rd, and 5th plays
4th.
Five team league: 1st, 2nd and 3rd get a by, 5th plays 4th.
Four team league: 4th place team does not make play-offs, 1st gets
a bye, 3rd plays 2nd.
Throughout the
play-offs the higher finishing team will have choice of which end
they would like to defend, or the choice of kicking-off or receiving,
or the option of deferring choice to the 2nd half.
Play-off games
involving a Moose Jaw team will be played at Gutheridge Field. Play-off
games involving two non Moose Jaw teams will be played at the home
of the higher finishing team. The league championship game will
always be played at Gutheridge Field in Moose Jaw.
Overtime:
1. Immediately
after the conclusion of the fourth quarter, officials will instruct
both teams to retire to their respective team areas. The officials
will assemble at centerfield and review the tie-breaking procedure.
2. The officials will escort captains to the center of the field
for the coin toss. The winner of the toss shall choose one of the
following options: 1. Offense or defense, with the offense at the
opponent's 35 yard line to start the first series; or 2. Which end
of the field shall be used for both series of that overtime period.
3. The loser of the toss shall exercise the remaining option for
the first extra period and shall have the first choice of the two
options for subsequent even-numbered extra periods.
4. Extra periods: An extra period shall consist of two series with
Team A and Team B each putting the ball in play by a snap on or
between the inbound lines of the 35 yard line; which becomes the
opponent's 35 yard line. The snap shall be from midway between the
hash marks on the 35 yard line, unless a different position on or
between the inbounds lines is selected before the ready for play.
5. Team Series: Each team retains the ball during a series until
it scores or fails to make a first down. The ball remains alive
after a change of team possession until it is declared dead. However,
Team A may not have a fist and 10, if it again possesses the ball
after a change of team possession.
6. Scoring: The team scoring the greater number of points during
the regulation and extra periods shall be declared the winner. There
shall be an equal number of series and, as defined above, in each
extra period, except if Team B scores during a period other that
on the try for extra point(s). Example: On the first possession
of a period Team A scores a touchdown. If the score is still tied
after the three extra series having been played by each team, any
subsequent touchdown must be followed by a two-point conversion.
7. There shall be no team time-outs during overtime play.
SAFETY PRECAUTIONS
1. Each team
will supply its own first aid kit.
2. Each team will have a first aid qualified adult to attend all
games.
3. At least one member of the coaching staff will attend a Sask.
Amateur Football seminar/workshop on equipment each year. This individual
or some other qualified individual such as Norm Fong of the Saskatchewan
Roughriders should inspect all high school football equipment prior
to issuing of such equipment for the season.
4. It is recommended that, at the time of equipment issue, a seminar
for players and possibly parents, be held to explain and stress
the importance of proper fitting, safety and maintenance. After
such a seminar, each player should be personally supervised when
equipment is fitted and issued.
LEAGUE DISCIPLINE
1. Penalty for
violations of the "Sports Activity Rules" may result in
forfeit of game or games in which the violation occurred.
2. At the time of the ejection of a player(s) from a game, the head
official shall advise the coach of each team of the ejection, giving
the uniform number of player(s) and the infraction. The head official
shall complete a report using the player ejection form provided
by the League Commissioner at the game.
RECORDS
1. Records maintained from 1970 for league games:
-Team statistics
-Season and career individual statistics for scoring, rushing, passing,
receiving, punting & interceptions.
Volleyball
RULES
1. In 1A, the
top two teams from each conference will advance to district championship.
In all other categories (2A-5A) all registered schools will advance
to districts.
2. Where there are two teams competing at that level they shall
hold a best of five playoff match to determine the district representative.
3. Where there are three (3) to five (5) teams competing at that
level they shall hold a round robin and a 1st vs. 2nd playoff to
determine the district representative.
4. If there are six (6) teams competing at that level they shall
hold a two (2) pool round robin playoff with a cross-over playoff
to determine the district representative.
5. Bantam district play will consist of a four team round-robin tournament. If only three sections advance teams, each section will advance two teams to a two pool tournament.
6. All conference championships will be awarded on a bid to host
basis.
7. All conference championships will be awarded on rotation.
8. Net heights are as follows:
Junior Boys: 2.24 m
Junior Girls: 2.15 m
Bantam Boys: 2.24 m
Bantam Girls: 2.10 m
Curling
RULES
1. One team
per conference will advance to the district championship in each
of Boys, Girls and Mixed categories. The tournament will be a double-knockout
format.
2. During years where South Central District may advance two teams
to provincials, two teams will advance from each conference to an
eight-team district championship.
3. In bantam curling, each section advances one team to the district playoffs. If one section doesn’t advance a team, the host section will enter a second team.
Basketball
RULES
1. When there
are two teams competing in a classification, the championship shall
be a single game final.
2. When there are three teams competing in a classification, the
teams shall be seeded. The second and third seeded teams will play
off with the winner playing the first seeded team in the championship.
3. When there are four teams competing in a classification, the
teams shall be seeded and will play off with first playing fourth
and second playing third. The winners will play off for the championship.
4. When there are five teams in a classification, the teams will
be seeded and fourth and fifth will play off to enter a four team
playoff as in c).
5. When there are six teams in a classification, the teams will
be seeded and third will play sixth and fourth will play fifth.
The winners will advance to play one and two (as in c).
6. When there are seven teams in a classification, one team will
represent each division and the procedure listed in e) will be followed
(provided that each division has a team). If all divisions are not
represented, the teams will be seeded, and the sixth and seventh
teams will play off and enter a six-team tournament as in e).
7. When there are eight or more teams in a classification, each
division will be represented by one team and two wild card spots
will be available based on seedings (provided that each division
has a team). If all divisions are not represented, teams will be
seeded and put in an eight team bracket tournament with first playing
eighth, second playing seventh, third playing sixth, and fourth
playing fifth. This is an "A" side tournament only.
8. Any seeding will be done by the executive and will be based on
competition information submitted by the teams. All teams should
submit a copy of their seeding form to the district president at
the same time they submit it to the SHSAA.
9. When bantam boys and girls championships are 4 team draws, they
will be hosted in one community.
10. All conference championships will occur on a rotation.
11. The bantam district playoff structure is as follows:
a) The district championship will be a bracket
draw, A and B side
b) If four sections advance teams, each
section will advance one team.
c) If three sections advance teams, each
visiting section will advance one team and the host section will
advance two teams.
d) If two sections have teams, each section
will advance two teams.
12. When there are 8 or fewer teams in a bantam basketball category,
all teams will advance to the district championship and compete
in an "A side only" draw.
Wrestling
RULES
1. Player eligibility
must be submitted no later than 24 hours prior to the first high
school meet participated in. Further additions to the player list
during the season must also be submitted 24 hours prior to participation
in high school meets.
SAWA rules
are used with SHSAA modifications. See SHSAA Handbook.
Regional and Provincial wrestling championship competitors must
wear either a red/blue singlet or a school singlet. Club singlets
are unacceptable.
Badminton
RULES
1. All conferences
will send two (2) representatives per category for a two pool round
robin draw. There will be a cross over playoff of the top two (2)
teams in each pool. In senior there will also be a third place match.
2. Bantam will have two representatives from each rural conference
with a six-team round-robin district playoff.
3. All singles badminton players will wear goggles.
4. The district championship will follow the same format as the regional championship.
Track and
Field
RULES
1. Each conference
will advance two male and female athletes per event to the district
meet in bantam, midget, junior and senior categories.
2. For timed finals, the heats will be split evenly into two seeded
sections when necessary. If there are an odd number of athletes,
the larger heat will be the "fast heat".
3. Bantam aged athletes must be under 14 and in Grade 7 or 8.
