Winter Executive Meeting

3. Minutes of Fall AGM - Lyle read the minutes of Fall Meeting

5. Reports
5.1 Financial - Wayne Sandbeck
5.1.1 Dec. 10/03 Balance $21456.60: team fees and map grants are included
5.1.2 Wayne moved Craig seconded - carried
5.2 Officials - Jeff Sopczak
5.2.1 Jeff presented his report (a typed copy available upon request) highlights included:
5.2.1.1 Commissioners need to help in finding officials.
5.2.1.2 Spring clinic for football officials is a possibility
5.2.1.3 A resolution for the spring meeting concerning a "call out" fee will be motioned.
5.2.2 Discussion item re: reports to SHSAA regarding officiating in West Central (Football and Volleyball)
5.2.2.1 Letters will be sent to identified coaches and SHSAA explaining the need to use proper sequence of expressing concerns and the fact that West Central prides itself on its officiating. The feedback and suggestions have been considered and discussed. Thank You.
5.2.3 From the SHSAA executive
5.2.3.1 There should be silence during serve in volleyball
5.2.3.2 There have been misunderstandings with SABO
5.2.3.3 The district will continue to develop officials through use of newer/younger officials at provincials.
5.2.4 Jeff moved adoption of his report, Terry seconded - Carried.
5.3 Activity Reports - Lyle
5.3.1 BCG concerns regarding activity reports.
5.3.2 Wilkie won silver at provincial sand golf
5.3.3 Cross Country - need for concession at noon
5.3.3.1 Motion - Julian moved / Greg seconded - Carried - Use the Senior trophy to include Midget, Junior, Senior (change from Junior, Senior) and the Junior trophy to include Peewee, Bantam (change from Midget, Junior,
Senior) to be forwarded to the fall AGM.
5.3.4 Soccer - Cando won gold
5.3.5 Football - Delisle won 9-man, Outlook won 6-man
5.3.5.1 Concern over changes to a playoff format during the season. The Executive will put into writing the playoff formats so that it is consistent from year to year. (6-man and 9-man) Look for this after the Spring meeting.
5.3.6 Volleyball -
5.3.6.1 Junior Girls - Rosetown, Junior Boys - Radisson
5.3.6.1.1 It would be nice if the host school did not have to cover the costs of the officials. What would it cost to cover the costs of the volleyball officials for the Junior District Championships? Jeff to get back to the executive by the Spring meeting.
5.3.6.1.2 Is the length of season for juniors appropriate? Any opinions on this issue should be sent to the executive via Lyle McKellar.
5.3.6.2 Senior Volleyball may change to a Regional format that will shorten the season by having a division championship a week earlier.
5.3.6.2.1 1A Girls- Beechy - Silver
5.3.6.2.2 2A Girls - Lucky Lake - Gold
5.3.6.2.3 3A Boys - Asquith - Gold
5.3.6.2.4 3A Girls - CutKnife - 4th

5.4 SHSAA - Lyle, Craig, and Vicki
5.4.1 Packages of annuals sent out directly to schools, which was an increase in cost from SHSAA
5.4.2 Volleyball official costs were increased because of the travel costs for the increased number of officials used.
5.4.3 Thank-you to all the hosts of District Commissioners
5.4.4 Restructuring the SHSAA - please discuss in your division about which of the following identified criteria should be the priorities. 6-8 Districts is the model being discussed.
5.4.4.1 Population equity
5.4.4.2 School amalgamations completed and contemplated
5.4.4.3 Large centers in each district
5.4.4.4 Geographical impediments
5.4.4.5 Transportation routes
5.4.4.6 What number of districts lends itself to playoff draws
5.4.4.7 Representation in all activities and classifications
5.4.4.8 Inclusion and promotion of interschool sport with the many types of schools that exist today besides public and separate
5.4.4.9 Elimination of walk-ons to provincial events
5.4.4.10 Implication for each activity (playoff format)
5.4.4.11 The north not interested in just their own district
5.4.5 Coaches' Symposium
5.4.5.1 Looking to include levels for all sports
5.4.5.2 Motion - Send to the fall AGM - WCHSAA will pay entry fee to the symposium for up to 4 applicants. Craig motioned, Ken seconded - carried
5.4.5.3 School Sports Week - a moderate success, will continue next year please submit ideas to Vicki or Craig.
5.4.5.4 Hosting -
5.4.5.4.1 Unity to host 4A boys Volleyball 2004
5.4.5.4.2 LaLoche to host 4A girls Volleyball 2004
5.4.5.4.3 2A boys Volleyball 2004 open to anyone in the province - Due by March executive meeting
5.4.5.4.4 2A boys Soccer 2004 open to anyone in the province - Due by March executive meeting
5.4.5.4.5 Golf, Curling, Soccer (2005 - 2006) open to anyone in the province
5.4.5.4.6 2A Girl's Volleyball (2005 - 2006) open to our district - Due by March executive meeting so that the bid may be taken to SHSAA AGM in Moose Jaw June 2004.
5.4.6 Transfer Policy is working. But looking to move eligibility dates to the beginning of the school year instead of during the school year.
5.4.7 District individual awards for Cross Country are too much. The school awards would be sufficient.
5.4.8 Check the website link to 'Athens 2004', one male and one female student will be selected from across Canada to go to the Olympics.
5.4.9 There is a link, on the SHSAA website, on Human Kinetics, the SHSAA will get money if you order books through it.
5.4.10 15 passenger vans may not be insured any more because of concerns with tipping over. Be aware!!

6. New Business
6.1 Service and Merit awards
6.1.1 Awards committee will be struck at the Spring Executive meeting
6.1.2 Lyle will send out information on the awards so make sure that necessary information is sent to the executive so that decisions can be made at the Spring meeting.
6.2 There are a lot of people who are worthy of the Service award. People in your school need to nominate them.
6.3 Team Sanctions -
6.3.1 Craig motioned / Greg seconded. A letter will be sent to Delisle for a $25 fine to pay for a lost a singlet in cross-country.
6.3.2 Greg motioned / Julian seconded. A letter will be sent to Elrose for $50 because they did not send a representative to the District playoff.
6.4 Extra District Medals should be sent to Lyle at Outlook High School as soon as possible.
6.5 Resolution Procedure
6.5.1 Please send your resolutions to the Executive first, then through you school division, if needed. Please have them ready for March.
6.6 Volleyball playoff structure and set up
6.6.1 Senior playoffs will be looked at during the fall AGM
6.7 Constitution, Bylaws, and Policy
6.7.1 Would anyone be interested in updating the website in an ongoing basis? Craig, Warren Reid, etc.

6.9.1.2 Commissioners are asked to be sure to follow the District draw that was approved at the Fall AGM

6.9.2.1 Facilities may not be ready in Dalmeny. Alternate site to be found or next in rotation will host.
6.9.3 Badminton
6.9.3.1 Ken Motioned / Greg Seconded - Carried - Senior Badminton can be hosted on a minimum 4 court facility instead of 6.
6.9.4 Track
6.9.4.1 Found the Bantam Trophy!!
6.10 Use of Email
