Policy
II - Junior High activities
1.
Eligibility
a) Age - under 16 as of midnight, August 31 of the school
year.
b) Enrolled in one school and in one grade up to grade
nine inclusive.
c) Grade nine students are eligible to enter both Junior
and Senior level of the same sport at District Playoff.
2. The West Central District shall organize and provide
medals for playoffs in the following activities:
1) Boys, Girls and Mixed Badminton
2) Boys and Girls Basketball
3) Cross Country
4) Boys, Girls and Mixed Curling
5) Golf
6) Track and Field
7) Boys and Girls Volleyball
3.
Rules of entry and play will be the same as for senior
competition with the exception of Badminton, Basketball,
Curling, Golf and Volleyball (see individual activities
pages for details).
Administration
1.
District activity coordinator will be appointed for
each activity at the West Central District Annual General
meeting.
2. Gate receipts for playoffs shall be divided in the
same manners as for senior playoffs (Policy III).
3.
Only carded officials shall be used in the district
playoffs. Officials shall be appointed by the Officials
Commissioner in consultation with the District Activity
Coordinator.
4. Officials shall be paid as outlined in Policy V.
5.
Any inter-school division competition will fall under
the jurisdiction of the West Central District organization
and is governed by its bylaws except as herein stated.
If the Officials Commissioner deems it necessary to
assign officials, schools will be charged and officials
paid at the regular rates.
6. Junior rotational order for site for playoffs will
be as outlined in the Bylaws.
Policy
III - Financial Directions Playoffs
1. GATE ADMISSION
West
Central District gate admissions are as follows for
all activities
ADULTS $3.00 PER DAY
STUDENTS $1.00 PER DAY
NOTE:
Hosts not operating a gate are responsible for all officials
costs.
2.
TOURNAMENT FINANCES
a) Schools are responsible for the regular rate of pay
for officials only. Rates may be found in the officials
section under rate of pay for officials.
b) Profits are shared equally 50/50 with the District
once the schools' costs of officials are covered. Any
profits must be sent to the West Central District Officials
Commissioner along with an itemized statement of affairs.
c) The West Central Officials Commission covers mileage,
meals, and the extra allotted playoff fee for all District
Championships.
d) Track and Field The gate is split 50/50 with the
host Division and West Central
e) The host retains all concession profits.
f)
Medals will be awarded to District winners at all District
sponsored Championships. The following allotment of
medals is provided;

g)
Extra medals shall be returned to the District President
after each championship
h)
Extra medals may be purchased from the District at $5.00
per medal (if available).
Policy
IV - Duties of District Activity Coordinators
1.
Arrange for an adequate hosting site for the activity.
Be sure the site is booked well in advance.
2.
Organize the activity according to the outline in game
rules, Association rules and policy, West Central rules
and policy and direction from the West Central District
Executive Council.
3.
Try to arrange for as much positive publicity as possible
for the event. See West Central District media kit for
suggestions.
4.
Arrange for officials. Work with the Officials Commissioner
for referees. Be sure there are enough minor officials
and that they are all trained and competent. Be sure
all officials know when they work.
5.
Contact all competing teams and inform them when and
where the activity is taking place.
6. Promote the activity in the area to encourage spectator
attendance.
7. Collect eligibility forms from each coach before
allowing the athletes to compete. All athletic teams
in playoff competition must be accompanied by a teacher
or Association approved supervisor in the role of coach
and/or supervisor.
8. When admission is to be charged be sure that the
athlete and coaches are not charged admission.
9.
Be available throughout the competition to assist in
the smooth operation of the competition.
10.
Keep a record of all results and include it on the activity
report.
11.
Arrange for medal presentations at the end of the competition.
12.
Report results to the Association as required. Junior
results are not sent to the Association.
13.
Complete the on-line activity report within one week
of the event.
Policy
V - West Central Recognition Program
West
Central has the following awards;
Weat
Central Recognition Awards (pins) - Recognition pins
are given out at 5 year intervals for years of service
within the District. Athletic Directors are to forward
a list of eligible recipients each year along with updating
and forwarding their staff list of members who act in
the capacity of coaches, managers, officials, etc.
West
Central Service Award - (plaque) - Chosen by West Central
Committee, nomination forms are to be filled out and
forwarded to the committee.
SHSAA
Service Award - West Central District - This award criteria
is listed in the SHSAA Handbook
SHSAA
Outstanding Coach Awards - one male and one female winner,
nominations are sent to West Central President and West
Central Committee will choose one male and one female.
The President will forward names to the Provincial Office.
Individuals will receive a provincial plaque.
Note:
Each Division Executive Member is to forward names for
each of the above awards.
Policy
VI - West Central Officials' Commission
1. Membership
a)
Officials Commissioner shall be elected for a two year
term at alternating spring West Central District Executive
Council meeting as outlined in the bylaws.
b) Commissioner may appoint an assistant.
2. Officials Clinics
a) Officials clinics shall be held each year in volleyball,
football and basketball.
b) Others as decided by the West Central District Executive
Council.
c) Sites as the commissioner see fit.
3. Registration fees for Officials' Clinics
a)
Observer - $2.00
b) Officials who write district exam at the district
or division clinic shall pay a fee of $5.00 except as
outlined below.
c)
Officials who register with the appropriate provincial
officials organization for the current year shall not
have to pay district fees. If they write the provincial
exam or go through Provincial officials association
testing they do not need to write the district exam.
d) Certified and superior officials who attend a district
clinic shall not be charged a fee for attending this
clinic or writing the district exam.
e)
Classification will be made based on the results of
the clinics at the beginning of the season. The Officials
Commissioner will attempt to keep an up to date list
of officials of West Central District.
f) The Officials Commissioner shall report to the West
Central District President as soon as he becomes aware
of any violation of the constitution and/or bylaws.
At the next general or executive meeting the President
or the Officials Commissioner shall report on the violation
and action taken.
4.
Classification of Officials
a)
Provisional
1) Anyone granted a provisional standing shall be paid
at the novice rate.
2) Provisional officials may only work games if they
are working with certified and/or superior officials.
3) If a person does not qualify for any of the other
ratings they may be placed at the provisional rating.
b)
Novice
To acquire this rating, the applicant must complete
the following requirements.
1) Be 16 years of age or over as of September 1st. Candidates
who meet all other requirements and are under 16 years
of age on September 1st, may be granted a provisional
standing.
2) Pay fees as outlined in Section 3.
3) Attend a clinic sponsored by the West Central District
in the current year.
4) Pass the written examination with a mark of at least
60%. Between 50% and 60% a provisional card maybe granted.
5) Officials possessing a novice rating in the previous
year must also complete the above four requirements
to retain their "novice" rating.
c)
Certified
This ranking is obtained by the applicant after at least
two years as a novice, if the following conditions are
met:
1) Be 17 years of age or over as of September 1.
2) Pay fees as outlined in Section 3.
3) Attend a clinic sponsored by the West Central District
in the current year.
4) Have a satisfactory rating based on the criteria
used by West Central District.
5) Pass a written examination with a mark of at least
80%.
6) Officials possessing a certified rating in the previous
year must also complete the above five requirements
to retain their "certified" rating.
d)
Superior
To acquire this rating, the applicant ,after at least
two years at the certified level, must complete the
following requirements:
1) Be 19 years of age or older as of September 1.
2) Pay fees as outlined in Section 3.
3) Attend a clinic sponsored by West Central District
in the current year. In addition the official must attend
a district or provincial level clinic in that sport
at least once every three years.
4) Have a satisfactory rating based on the criteria
used by the West Central District.
5) Pass a West Central District exam or provincial officials
organization's exam with a mark of at least 80%.
6) Officials possessing a superior rating in the previous
year must also complete the above five requirements
to retain their "superior" rating.
5.
General regulations.
a)
Officials who do not attend a clinic may apply to the
Officials Commissioner to receive a one year forgiveness
of the clinic and exam provision. This official must
attend a clinic the following year.
b)
Officials who feel they should be placed at a different
standing may apply to the Officials Commissioner. Upon
the receipt of such a request, the Officials Commissioner
shall discuss the placement of that official with the
President and the District Clinician for that activity.
The majority decision of the three shall be the decision
and placement of that official for the year.
c) Cards sent in for post District play may be counted
as games completed for rating of an official.
d)
Officials must attend officiating clinics and write
the exam in order to be a registered official. Exams
will normally not be issued after the clinic date.
e)
To advance from one level to the next an official must
have the following number of games recorded with West
Central Officials Commission in the previous two consecutive
years.
Volleyball 20 matches
Basketball 15 games
Football 5 games
f)
Only ratings in games registered with the officials
commission will be recognized.
g) District clinicians are expected to prepare and present
the district clinic, prepare the West Central District
exam, assist in assigning officials for playoffs and
assist as much as possible in the smooth running of
the sport. They will receive an honorarium of $75.00
plus expenses. They are strongly encouraged to attend
provincial official clinics in their sport. West Central
District may assist them with the costs of attending
these clinics.
h)
Division clinicians are expected to attend the district
clinics, prepare and present their division clinic,
encourage the development of local officials and assist
as much as possible in the smooth running of the sport.
They will receive an honorarium of $25.00 plus expenses.
6.
Policy governing the use of the Officials Commission
School representatives shall:
a) Obtain rating cards at the September meeting.
b) Complete rating cards after each game.
c) Send a summary of games officiated to the Officials
Commissioner no later than one week after district playoffs.
d) Contact the Officials Commissioner to appoint officials
to be used for playoffs beyond the School Division level.

Schools
may chose to pay their officials at a different rate.
8.
Calculation And Payment of Officials' Fees
a)
Registration fees for teams in West Central District
in which West Central Officials Commission Officials
are used shall contain in part of a $10.00 fee which
will be forwarded to West Central Officials Commission
by the West Central District treasurer to cover administration
costs.
b) Schools will pay their own officials.
c) District playoff costs: Schools will pay all officials.
They shall pay play-off officials at a rate 1.5 times
the West Central Officials Commission rate and will
pay kilometrage costs. The school may bill the West
Central Officials Commission for the extra .5 for the
officials cost for post Division playoffs and for all
post Division playoff mileage costs for officials.
d) In provincial volleyball semi-finals and finals at
Provincials held in West Central; schools may pay West
Central District carded officials at a regular rate
of pay (not playoff rate) if they work as lines persons
for the semi-final and final match(es). The official
would be paid by the school and the school would then
bill this cost to West Central Officials Commission.
e) The West Central District will pay West Central District
carded officials the difference, if the official receives
less for working Association paid playoffs than they
would have received had they worked a similar number
of playoff games for West Central District. The official
must be working on behalf of West Central District.
Difference of less than $10.00 will not be paid. It
will be up to the official to request in writing to
the Officials Commissioner any such payment.
9.
Playoffs
School
Division representatives are usually in charge of School
Division playoffs but must use carded district officials.
The Officials Commissioner shall be responsible for
the appointment of all officials for playoffs beyond
the School Division level. The Officials Commissioner
will seek the help of the local host in the assigning
of officials.
10.
Miscellaneous
a) Game summary cards for an activity must reach the
officials commissioner no later than two weeks following
the District finals.
b) Leagues crossing school division borders must use
carded officials. If they do not, the Officials Commissioner
is to send in officials and charge the school for the
cost of the officials and the kilometrage costs.
c)
The West Central Officials Commission may, at the discretion
of the Officials Commissioner, reimburse District Officials
Clinicians for the actual costs, up to $100.00/sport/year,
for attendance at a provincial or national officiating
clinic. District officials commissioners for football,
volleyball and basketball and the Officials Commissioner
may approve of an alternate receiving the support for
attendance at the clinic.
11.
Emergency Powers
a) The Officials Commissioner shall have the right to
grant special ratings to an official if he feels there
are exceptional circumstance. Appeals of this power
shall be to the West Central District President.
)
The Officials Commissioner shall have the right to assign
officials to a game or tournament if he feels that doing
so would be in the best interest of the sport. The host
school shall pay the cost of these officials. Travel
costs shall be paid by the host school unless other
arrangements are made with the Officials Commissioner.
Appeals of this power shall be to the West Central District
President.
